Liupanshui is 586 meters to 2845.7 meters above sea level. Liupanshui is the only city named after its climate characteristics in China, with an average temperature of 15℃, an average temperature of 19.7℃ in summer and an average temperature of 3℃ in winter. The climate is cool and comfortable, moist and fresh, and the ultraviolet radiation is moderate. Liupanshui was awarded the title of "Du Liang of China" by China Meteorological Society. Liupanshui is rich in natural resources. It is the largest main coking coal base south of the Yangtze River and is known as the "Southern Coal Capital".

Liupanshui was a national territory in the Spring and Autumn Period. During the Warring States period, the territory of the city was the territory of Yelang State. Because of the use of metal tools, it entered the agricultural era, which reflected the characteristics of slavery production relations. After the Qin Dynasty unified China, it belonged to Hanyang County and Ba County.

Liupanshui is located at the junction of Yunnan and Guizhou provinces, the watershed between the upper reaches of the Yangtze River and the Pearl River, and on both sides of the Nanpanjiang and Beipanjiang river basins, and is rich in mineral resources. With convenient transportation, it is one of the important railway hub cities and logistics distribution centers in southwest China.
