Measures for the administration of public swimming places in Fujian Province

Article 2 These Measures shall apply to public swimming places within the administrative area of this province.

Chapter II Construction and Opening-up Article 6 New construction, renovation and expansion of public swimming places shall conform to the relevant national standards for the construction, hygiene and environmental protection of public swimming places. Article 7 To open an artificial swimming place, the following conditions shall be met: (1) The air quality, water quality and environmental sanitation meet the national standards;

(2) Set up emergency room, dressing room, shower room, public toilet, clothes storage cabinet, pool water disinfection equipment and foot soaking disinfection pool;

(3) There are obvious warning signs or isolation zones in the deep and shallow waters of the swimming pool, and the water depth in the shallow waters should be no more than 1.2m; The depth of the children's swimming pool should be no more than .8 meters;

(4) There shall be at least two life-saving observation platforms for swimming pools with a water surface area of less than 25 square meters; Swimming pools with a water surface area of 25 square meters or more shall be equipped with a life-saving observation platform for every increase of 25 square meters or less. The height of the lifesaving observation platform is not less than 1.5 meters;

(5) For swimming pools with a water surface area of less than 5 square meters, there shall be at least two escalators for entering and leaving the pool; Swimming pools with a water surface area of 5 square meters or more shall be equipped with at least 4 escalators;

(6) equipped with life-saving equipment that can be used effectively;

(7) The water surface illuminance of swimming pools shall meet the national standards. The swimming pool must have sufficient emergency lighting facilities when it is open at night;

(8) having broadcasting facilities, safety warning signs, water quality test results and water temperature bulletin boards;

(9) other conditions that should be met according to national standards.

newly built, rebuilt or expanded artificial swimming places are open to the public, and facilities and equipment for circulating purification and disinfection of pool water shall be installed. Article 8 To open a natural swimming place, the following conditions shall be met:

(1) The water quality meets the provisions of national standards;

(2) obvious safety protection nets and safety warning signs are set in the enclosure area. Buoys with different colors and bright colors are set on the water surface according to a certain water depth range, and there are notices to explain the water depth range they represent;

(3) Set up emergency room, dressing room, shower room, public toilet, clothes storage cabinet, monitoring (command) desk, communication facilities and broadcasting facilities;

(4) allocate life-saving equipment such as lifeboats (boats) suitable for swimming places;

(5) weather forecast and water quality test results bulletin boards shall be set up.

natural swimming places shall not be opened in drinking water source protection areas, schistosomiasis areas, health protection areas of industrial and mining enterprises or areas where snails are lurking. Article 9 To apply for a business swimming place, one shall apply to the sports administrative department of the local people's government at or above the county level for a business license for high-risk sports, and submit the following application materials:

(1) an application form. The application shall include the name and domicile of the applicant, the high-risk sports to be operated, the name, address and business place of the business organization to be established, etc.

(2) the applicant's qualification certificate or the identity certificate of a natural person;

(3) proof of ownership or use right of sports venues;

(4) explanatory materials that the sports facilities meet the relevant national standards;

(5) Certificates and photocopies of social sports instructors (swimmers) and lifeguards uniformly printed by Ministry of Human Resources and Social Security; Qualification certificate and photocopy of water quality administrator;

(6) written materials of safety guarantee system and measures;

(7) other materials as prescribed by laws and regulations. Article 1 The sports administrative department of the people's government at or above the county level shall, within 3 days from the date of accepting the application for operating public swimming places, check the written materials and the actual situation, and make a decision on approval or disapproval. If it is approved, it shall issue a business license for high-risk sports; If it is not approved, it shall notify the applicant in writing and explain the reasons.
