Is Linzhou cold in winter?

Linzhou city is located in the west of North China Plain, belonging to Taihang Mountain area. Winter is cold and dry, and the lowest temperature is about-10 degrees. It may be colder than Sichuan, but it's not particularly cold. Just wear ordinary cotton-padded clothes. I don't feel cold when I get used to life.
