Chapter 1 General Provisions Article 1 In order to strengthen the management of artificial weather modification work, prevent and mitigate meteorological disasters, and ensure the safety of people's lives and property, in accordance with the "Regulations on the Management of Artificial Weather Modification" of the State Council and combined with the actual conditions of this province , formulate these regulations. Article 2 The term "artificial weather modification" as mentioned in these regulations refers to the rational use of climate resources to avoid or mitigate meteorological disasters and artificially influence the physical and chemical processes of the local atmosphere through scientific and technological means under appropriate conditions to achieve increased rain, snow, and prevention. Article 3 Those who engage in and manage artificial weather modification activities within the administrative region of this province must comply with these regulations. Article 4 Meteorological authorities at or above the county (city, district) level, under the leadership of the people's government at the same level, are responsible for the organization, implementation, guidance and management of artificial weather modification work.

Departments of development and reform, finance, public security, transportation, flight control, communications and other relevant military agencies should carry out work related to artificial weather modification according to their respective responsibilities. Article 5 People's governments at or above the county level shall strengthen leadership over artificial weather modification work, establish and improve command, coordination, and joint operation mechanisms, carry out artificial weather modification work in an organized and planned manner, and improve the efficiency of artificial weather modification operations. Article 6 Meteorological authorities at all levels shall strengthen the scientific and technological research on artificial weather modification and the development and application of new technologies, improve the scientific and technological level of artificial weather modification, and expand the application fields of artificial weather modification. Article 7 Artificial weather modification work carried out in accordance with the weather modification work plan approved by the relevant people's government is a public welfare undertaking, and the required funds are included in the financial budget of the people's government at the same level.

The cost of other artificial weather modification activities shall be borne by the user. Article 8 People’s governments at or above the county level shall commend and reward units and individuals that have made outstanding contributions to artificial weather modification work. Chapter 2 Organization and Implementation Article 9 The provincial meteorological authority shall, in accordance with the needs of the province's disaster prevention and reduction, ecological environment construction, and climate resource development and utilization, consult with relevant departments at the same level to prepare the province's artificial weather modification work plan and plan, and submit it to the Provincial People's Government Implemented after approval.

The meteorological authorities of cities and counties (cities, districts) divided into districts shall formulate weather modification work plans and plans in their respective administrative areas in consultation with relevant departments at the same level based on the superior weather modification work plans and plans, combined with local realities. The plan shall be submitted to the people's government at the corresponding level for approval before implementation. Article 10 Meteorological authorities at all levels shall establish artificial weather modification command systems, communication systems and weather monitoring and early warning systems. Article 11 Units engaged in artificial weather modification operations shall meet the following conditions:

(1) Have the infrastructure and equipment required to implement artificial weather modification operations that comply with relevant safety regulations;

(3) Have complete safety management and equipment maintenance, transportation, storage, custody and other systems;

The provincial meteorological authority shall organize supervision and inspection of units operating artificial weather modification operations. Article 12 The meteorological authorities of cities and counties (cities, districts) divided into districts shall propose opinions on setting up anti-aircraft guns, rockets and other artificial weather modification ground operation stations (points) based on local climate characteristics and geographical conditions, and report to the provincial meteorological authorities. (4) All operating personnel are in place;

Article 14 Artificial weather modification operating units must operate within the approved airspace and time limit. When receiving an instruction to stop the operation during the operation, the operation must be stopped immediately. Article 15 After the operation is completed, the weather modification operation unit shall report the operation status to the local meteorological authority within the specified time limit, and the meteorological authority shall report it to the people's government at the same level and the higher-level meteorological authority. Article 16 Artificial weather modification operating units shall establish operation files in accordance with relevant national regulations, and truthfully record the operation period, orientation, altitude, tools, ammunition types and amounts, approval of the operation airspace, operation results, etc. Article 17 The joint implementation of artificial weather modification operations across administrative regions shall be organized and implemented by the meteorological authority at the next higher level. Article 18 Meteorological stations at the operating site shall provide meteorological detection data, intelligence and forecasts required for artificial weather modification operations in a timely manner and free of charge, and do a good job in meteorological support required for artificial weather modification operations.

Departments of agriculture, water conservancy, forestry, civil affairs, statistics and other departments should provide disaster, hydrology, fire and other information necessary for the implementation of artificial weather modification operations in a timely and free of charge. Chapter 3 Safety Management Article 19 People's governments at all levels shall protect the artificial weather modification operating environment and special facilities in accordance with the law.

Public security and work safety supervision and management departments at all levels should do a good job in safety supervision of artificial weather modification work within the scope of their respective responsibilities.
