Which hotel in Quzhou has a good environment and is economical?

That depends on the results. If you want to go to a higher level, I suggest you go to Dongfang Hotel (I suggest it is in the east, because it is close to the urban area and convenient transportation), Quzhou Hotel and Quzhou International Hotel. If it is mid-range, consider Quzhou Hotel (near Butterfly Road), Regent Hotel and Nankong Restaurant. These are basically near the city. If it's a low-end hotel, it's a lot. I recommend pale horse near the East Interchange.
