Illegal mining and construction are shocking.

According to the report, the World Geopark in Fengshan County, Hechi City, Guangxi Province illegally exploited and developed real estate, which led to serious ecological damage and serious geological and geomorphological damage, and there were also problems of artificial remediation and protection to make way for development.

Recently, the reporter saw in Fengshan World Geopark, a world heritage site in Yuanyang Cave, leye county, China, that one side of the mountain was destroyed by excavation due to illegal quarrying in Poxiongbao quarry in the nearby first-class protected area, and the mountain was seriously damaged. Although the quarry has been closed at present, and the local soil is being transported to cover the concrete floor of the original stone processing plant, the exposed rocks on the stone mining operation surface on the mountain are still shocking.

Chen Xiangwan, deputy director of Fengshan County Natural Resources Bureau, said that the company involved illegally exploited the surrounding mountains on the grounds of factory expansion without obtaining legal procedures. At present, local machines, equipment, buildings and structures have been demolished, and three workshops, three rows of staff quarters, mixing stations and their equipment have been demolished.

"After receiving the notice, we closed the quarry according to law and dismantled the production facilities within a time limit." Huang Dahao, deputy director of Fengshan County Natural Resources Bureau, said.

The reporter saw at the entrance of Sanmen Tianguang Group mentioned in the briefing that there are many surrounding high-rise hotels, health clinics and illegally built houses on both sides of the entrance, which is very uncoordinated with the surrounding geological landscape. Sanmenhai Town inspected 74 residential buildings near the entrance, and found that 17 super-high buildings, 29 super-large buildings and 16 iron sheds were illegally built on the roof. Multi-departments give "green light" to illegal projects

Respondents reported that the illegal exploitation of Fengshan World Geopark exposed problems such as inadequate understanding and poor supervision by local party committees and governments.

Fengshan county blindly adjusted its planning after promoting the project construction in violation of regulations, in an attempt to make the illegal projects compliant.

According to the Planning of Guangxi Fengshan Karst National Geopark (2009-2020) approved by the former Ministry of Land and Resources on 20 10 and 10 (hereinafter referred to as the Park Planning), Liliang Quarry is located within the scope of the Geopark. The Master Plan of Mineral Resources in Fengshan County (20 16-2020) promulgated and implemented by the People's Government of Fengshan County in March, 20 18, however, the area where Liliang Quarry is located is zoned as a national geological park and planned as a developable area. This enabled the quarrying enterprises not only to renew their licenses in 20 18, but also to expand the mining scale from 654.38+10,000 tons/year to 500,000 tons/year.

Some grassroots cadres believe that the illegal launching of real estate projects and mining sites in the Geopark Reserve reflects that the local people do not fully understand the relationship between overall development and ecological environment protection, and the problem of weak planning awareness reflected by arbitrary control deserves deep reflection.

Wang, director of the Housing and Construction Bureau of Fengshan County, said that the inspection team pointed out that the houses on both sides of the entrance of Sanmen Haitian Guang Group were illegal, mainly because the initial housing construction was the responsibility of the township "four in one". At present, with the institutional reform, rural housing construction has been changed to agriculture, rural areas, housing construction and other departments, and there is a lack of coordination and docking between the pre-and post-administrative departments. "There are also some farmers who expand their houses privately, which has affected the surrounding features."

Illegal projects such as Liliang Quarry have been "given the green light" by many departments, reflecting the ineffective work of relevant departments. According to the Regulations on the Protection and Management of Geological Relics and the park planning, quarrying and mining should be prohibited in the protected areas. However, in the process of transferring the mining right of Liliang quarry, the former Fengshan County Tourism Bureau, as the competent department of Fengshan Karst National Geopark, still issued the opinion that "this plot does not belong to the geological heritage protection list" on 20 12 and 20 15.

Strengthen the rigid constraint of ecological protection

At present, the local authorities are speeding up the investigation and rectification work. The interviewed cadres believe that the local authorities should take this as a warning, reflect deeply, and explore new ways of overall development and ecological protection on the basis of strengthening the protection of geological parks.

First, strengthen the construction of laws and regulations on the management of national geological parks and other natural parks, and strengthen the authority and seriousness of planning. Respondents said that it is necessary to constantly improve the laws and regulations related to the protection of national geological parks and bring them into the scope of "one map" management of national land and space planning, so that illegal construction projects have nowhere to hide. For sabotage, it is necessary to sort out the problems existing in the whole process, prescribe the right medicine, make precise measures, strengthen supervision over the implementation of ecological environmental protection policies and systems, and promote relevant responsible departments and personnel to strengthen the implementation of ecological protection policies to avoid the policy being idle.

The second is to strengthen the pre-meeting review of various projects and strengthen the departmental coordination mechanism.
