During the period of rectification and digestion, when selecting and appointing cadres in cities and counties with the problem of overstaffing, the work plan should be submitted to the cadre supervision institution at the next higher level after the motion, and those without overstaffing shall not be promoted and adjusted; Those who have been over-allocated shall not be newly equipped with cadres before digestion, and shall not perform the procedures for selecting and appointing cadres without approval. We will implement a system of reporting cadres in advance under special circumstances, and clearly stipulate that due to special circumstances such as resettlement, institutional reform, and general change, etc. Cadres who really need to be overstaffed should be reported in writing to the personnel department and the organization department at the next higher level for examination and control. The third is to severely investigate and deal with it. The rectification of surplus cadres is listed as an important part of the inspection, the economic responsibility audit of the main leading cadres of the party and government, the departure inspection of the party Committee secretaries of cities and counties, the selection of people for one report and the debriefing of the main leading cadres, and the problems are corrected in time when found.
3. Establish a mechanism to digest the stock.
In view of the problem that newcomers in some places ignore old accounts and prolong the front line, we should establish a responsibility mechanism for rectification work, transmit pressure at different levels, gradually digest the stock, and ensure that the rectification task is completed on time.
