Optimization of fuse measures: 1. Shorten fuse cycle.
The original five confirmed passenger flights will blow for two weeks, reaching 10 cases, and will be grounded for four weeks immediately this week; At present, more than 5 cases have been diagnosed, and when it reaches 4% of the total number of passengers on the flight, it only takes one week to merge. When it is confirmed that the proportion of passengers reaches 8% of the number of passengers entering Hong Kong, the flight will be grounded for 2 weeks, which is twice as loose as before.
Second, the fuse threshold is raised.
Taking the proportion of confirmed passengers to the number of passengers entering Hong Kong as a measure index, it changes the past standard of fixing the number of confirmed passengers, in other words, it changes the possibility that the larger the aircraft is, the greater the fuse probability is.
Take the A380 passenger plane of China Southern Airlines as an example, which can carry 500 passengers. There were five confirmed passengers, and their flight was about to explode. Now, according to the ratio of 4%, it takes 20 confirmed passengers to blow.
In addition, the common types of international flights are Airbus A330, 350 and 380 series and Boeing 777 and 787 series, with a passenger capacity of about 280-500 people. According to the ratio of 4%, at least 12 passengers need to be diagnosed. Compared with the first five standards, the fuze standard has been improved, and the probability of flying fuze has decreased.

It is easier for wide-body aircraft to trigger fuze under the original absolute number mechanism. Before 2020, most international flights, especially overseas flights, will be wide-body aircraft. At the same time, Qing Xu, Deputy Director of the Transportation Department of the Civil Aviation Administration, said at the press conference on July 12 this year that the Civil Aviation Administration will continue to strengthen consultations with relevant countries, gradually increase the number of international flights, and at the same time take into account the needs of international personnel such as returned overseas students. The relaxation of the fuse policy will gradually stabilize the supply, and the international flight fares are expected to gradually fall back.
2. The epidemic prevention policy has been relaxed.
Before the release of this fuse adjustment, the Civil Aviation Administration had adjusted the fuse policy for international flights in China in June, and adjusted the statistical date of the number of confirmed passengers in the fuse rules for international flights from 7 days after the flight landed to 5 days.
In other words, before the adjustment in June, 5 people were diagnosed within 7 days of the flight landing, and the flight fell through; Five people were diagnosed within five days after the adjusted flight landed, and the flight fell through. The confirmed cases on the sixth and seventh days are no longer related to the blowing mechanism.
In other words, the confirmed cases on the 6 th and 7 th day after the flight landed have nothing to do with the flight.
Also from June this year, a number of airlines, represented by Air China, China Southern Airlines and Hainan Airlines, have successively announced new plans to resume international flights. Among them, China Southern Airlines said that it will resume seven international routes from Wuhan to Istanbul, Shenzhen to Moscow and Guangzhou to Delhi from June, with the number of international flights increasing from 36 to 48 per week and the number of navigation countries increasing from 20 to 27.
