Internet public opinion pointed out that the evaluation of Jianchuan sulfuric acid plant project was fraudulent.

Sulfuric acid plant is a high-risk chemical enterprise, which is located around Shaxi Ancient Town, Shi Baoshan Grottoes and other key cultural relics protection units. Since June this year, the voice of doubt has been constant. Under the pressure of speech, the local government exposed the EIA statement in early July. However, after three months of game, the public's doubts have not been eliminated.

A person in charge of the Propaganda Department of Jianchuan County, surnamed He, said that he had noticed the questioning audio on the Internet, but many problems could not be solved in the county. At present, the relevant departments are considering making an explanation.

According to the data of official website of Jianchuan County Government, the sulfuric acid plant project with an annual output of 200,000 tons is a key investment attraction project in Dali 20 12, which was funded by Jianchuan Tenzin Renewable Resources Development Co., Ltd. On July 6 of that year, the project was partially approved and put on record by Dali Industry and Information Technology Committee, and on July 24, the site selection opinion of the central sub-project of residential construction planning was obtained.

According to the reporter's industrial and commercial information, Jianchuan Tenzin Renewable Resources Development Co., Ltd. (hereinafter referred to as Tenzin Company) was registered on March 29, 20 12 with a registered capital of 30 million yuan, and its main business includes the production and sales of sulfuric acid. Its shareholders are Tenzin Zara and Tang Xiaodong, and their capital contributions are 654.38+0.95 million yuan and 654.38+0.05 million yuan respectively.

However, before June this year, local people and environmentalists said that they knew little about the project. Shi Huaiji, a writer of Dali Bai nationality and director of Dali Ancient City Civilization Heritage Maintenance Association, said that he first learned the news from the Internet in March this year and was shocked when he came to the field to understand it. "Only when those big pots were erected did he know that a sulfuric acid plant was to be built."

According to the retrieval data, since 20 12, there has been a persistent suspicion that the project has environmental problems. From June 2065438 to June 2004, with the intervention of Shi Huaiji and Dali religious figure Lin Xiangsong, and the arrangement of environmental protection, speech began to be taken seriously.

On July 4th, Weibo, who was certified as "Government Affairs Service Administration of Jianchuan County People's Government of Dali Prefecture, Yunnan Province", issued the document "Environmental Impact Report of 200,000 Tons/Year Sulphur Concentrated Acid Production Project of Tenzin Company" to # Sina Micro Disk # for release.

On August 5th, environmentalist Zhao Liang and four volunteers, including netizen @ Zazi, rushed to Shaxi for investigation. The sulfuric acid plant is located at the intersection of Shaxi Ancient Town and Dali Expressway, in a ravine, with farmland not far downstream. Judging from the pictures provided, the sulfuric acid plant has now entered the main unit stage, and the "Tenzin Company" on the equipment can be seen impressively.

On August 20, Zhao Liang, as a citizen, asked the Yunnan Provincial Environmental Protection Department to disclose the list of members of the EIA expert group of Jianchuan Danzeng Renewable Resources Development Co., Ltd. with an annual output of 200,000 tons of sulfur refined sand to make acid project and related talent information. On August 26th, Zhao Liang submitted an exposure letter to Jianchuan County Government and Dali Prefecture Government by EMS, requesting the ab initio environmental assessment of Tenzin sulfuric acid project in Jianchuan, Dali, and attached a joint name list.

On the afternoon of August 28th, Zhao Liang sent a report to the Southwest Environmental Monitoring Center Station of the Ministry of Environmental Protection about the alleged forgery of the EIA report by Yunnan Institute of Environmental Sciences, and attached a disclosure letter calling for the EIA to start from scratch and a proposal for the relocation of the sulfuric acid plant.

Zhao Liang told The Paper that this information was not only made by several environmentalists, but also invited many experts to participate in the interpretation. After all, it is found that there are doubts. Environmentalists' doubts about the EIA statement will mainly focus on the following aspects.

The first is the moment when the EIA statement is passed. There are two official statements about the time of the assessment: the website of Jianchuan government describes it as: "The expert group of project environmental assessment conducted on-site investigation on August 3rd (20 12), and the environmental impact assessment report of this key construction project passed the environmental assessment in Xiaguan Xianghe Hotel on August 6th (20 12)."

In a recent statement, Tenzin Company pointed out that the EIA of this project was on August 27th (20 12).

Second, the problem of project location. The project is located in the upper reaches of Heiyu River. According to GB 1 1663-89, the location of sulfuric acid plant should be downwind of residential areas and downstream of rivers to avoid water pollution. Heilian River leaves Jianchuan, flows through Eryuan County and Yangbi County, and joins the Lancang River. Environmentalists question that if a serious environmental safety accident occurs, it will lead to a series of chain effects, and even lead to eucalyptus trees in neighboring countries and even the whole world.

Other factors that question the unreasonable site selection include that the project is located between multiple scenic spots. About 5 kilometers east of the project, it is the most important prehistoric site in northwest Yunnan-Haimenkou civilization site; 8 kilometers to the north is Jianchuan County, and there is Pearl Sword Lake on the nearby plateau. 8 kilometers to the south is the Shi Zhongshan Grottoes, a national cultural relic maintenance unit. The project is only 15km away from Shaxi Ancient Town.

In addition, the circular letter also questioned the lack of public participation in its production process and EIA.

Both Dali Environmental Protection Bureau and Jianchuan Environmental Protection Bureau declined to comment on these issues.
