Article 38 of the Regulations of Shenyang Municipality on the Administration of Heating in Civil Buildings stipulates that heat users shall not have the following acts:

3. Adjust, move and dismantle heating valves, lead seals and measuring instruments without authorization.
4. Discharge and contact hot water or steam in heating facilities.
5, hinder the maintenance and management of heating facilities heating units.
6. Other behaviors that affect the normal operation of the heating system and the thermal quality of other users.
Article 43: If a user violates the provisions of Article 38 of these regulations, the administrative law enforcement department shall order him to make corrections within a time limit; If no correction is made within the time limit, a fine of not less than five hundred yuan but not more than three thousand yuan shall be imposed.
