Article 1: These detailed rules are formulated in accordance with the "Public Security Administration Punishment Law of the People's Republic of China" and in combination with the actual conditions of this province. Article 2 All hotels, guesthouses, restaurants, serviced apartments, inns, guest houses, family-style hotels and other business establishments that provide accommodation services to the public within the administrative region of this province, as well as bathing and leisure facilities that provide timed rest or accommodation services to the public These rules shall apply to entertainment, vacation and other business establishments (hereinafter collectively referred to as hotels). Article 3: Units or individuals operating hotels shall be responsible for the public security management of the hotels they operate. Article 4 The public security organs shall guide and supervise hotels to formulate and implement various public security management systems and safety precautions to ensure the normal operation of hotels and the safety of passengers’ lives and property. Article 5 The following conditions must be met to operate a hotel:

(1) The building is solid;

(2) Fire-fighting facilities, entrances and exits, passages, etc. comply with the relevant provisions of fire-fighting laws and regulations;

(3) Set up a safekeeping room for passengers’ belongings and a storage room for small items;

(4) Set up a security and security organization or provide full-time (part-time) security personnel. Article 6 To apply for opening a hotel, you must obtain approval from the local public security organ. After the issuance of a "Special Industry Business License", you must register with the industrial and commercial administration department and obtain a business license.

The "Special Industry Business License" is uniformly printed by the Provincial Public Security Department. Article 7 If a hotel that has been approved for business goes out of business, changes business, merges, moves, leases, transfers, changes its name, etc., it shall register the change with the industrial and commercial administrative department, file a record with the local public security organ within 3 days, and hand it back or Renew the "Special Industry Business License". Article 8 Hotel security management shall comply with the following provisions:

(1) Accommodation registration.

1. Designate a dedicated person to be responsible for accommodation registration;

2. The registration staff is responsible for checking the identity documents of the accommodation personnel, truthfully registering the identity information and check-in and check-out time of the accommodation personnel, and promptly Report to the public security organs.

(2) Custody of property.

2? Property custodians are loyal to their duties and are not allowed to meet guests in the property storage room;

4. Report suspicious and dangerous items to the public security organs in a timely manner.

(3) Doormen and guest rooms are on duty.

1. The doorman is on duty day and night, and strictly checks the documents of people entering and exiting;

2. There is someone on duty in the guest room day and night. The person on duty is responsible for the management of the guest room key and opens the door with the accommodation certificate;

When it is found that the hotel guest is a criminal suspect, a person wanted by the public security organ, or a case or accident occurs in the hotel, take measures to control it, protect the scene, and immediately report to the hotel security organization and the local public security organ. Article 9 Accommodation of accommodation personnel shall comply with the following regulations:

(1) Register for accommodation with certificates;

Chinese accommodation personnel shall register with resident ID card, passport, seaman's certificate, Chinese The People's Republic of China's National Travel Permit for Traveling to Hong Kong and Macao, and the Permit for Traveling to the Hong Kong and Macao Special Administrative Regions on Official Business; Officer Cards, Police Officer Cards, Civilian Cadre Cards, Soldier Cards, and Student Cards issued by the People's Liberation Army of China and the Chinese People's Armed Police Force; Travel Cards for Hong Kong and Macao Residents Mainland Pass; Mainland Travel Permit for Taiwan residents, People's Republic of China and National Travel Permit to register and stay;

2. Foreigners must present their passport, permanent residence permit for foreigners, entry-exit permit for foreigners, seaman's certificate, Proof of lost foreigner’s passport to register for accommodation;

3. If you do not bring the above documents, go to the local police station to issue relevant certificates and register for accommodation.

(2) Accommodation certificate should be presented when entering and exiting the hotel;

(3) Valuable items and large amounts of cash carried with you should be handed over to the property storage room for safekeeping, and other items should be stored in the small items storage room Department;

(4) Firearms, ammunition and important documents carried for official duties should be handed over to the public security organs, military departments and other departments with the ability to keep them for safekeeping.

If it is necessary to carry it with you for official duties, you should keep it properly to prevent loss and theft;

(5) It is strictly prohibited to bring flammable, explosive, highly toxic, corrosive, radioactive and other dangerous items into the hotel ;

(6) It is not allowed to transfer or change rooms or beds at will, stay with others without permission, make loud noises or engage in activities that are offensive to morals. The use of audio equipment in the room shall not affect the rest of others;

(7) Illegal and criminal activities such as gambling, prostitution, drug abuse, alcoholism and causing trouble are strictly prohibited in the hotel. Article 10 The following units or individuals shall be commended or rewarded:

(1) Those who comply with the "Hotel Industry Public Security Management Measures" and these rules and achieve significant results in maintaining public security order in hotels shall be punished by the public security organs or competent departments. Give praise or rewards;

(2) Provide the public security organs with clues about illegal crimes, assist the public security organs in investigating cases, and make outstanding achievements in catching criminals, and the public security organs will give praise or rewards. Article 11 The following situations will be handled as follows: (1) Anyone who engages in hotel business activities without the permission of the public security agency shall be banned by the public security agency at or above the county (city, district) level in accordance with the law. The person responsible shall be detained for not less than 10 days but not more than 15 days in accordance with the "Public Security Administration Punishment Law of the People's Republic of China" and shall be fined not less than 500 yuan but not more than 1,000 yuan; if the circumstances are relatively minor, the person responsible shall be detained in accordance with the "Public Security Administration Punishment Law of the People's Republic of China". According to the National Public Security Administration Punishment Law, a person may be detained for not more than 5 days or fined not more than 500 yuan;

(2) Hotel staff who fail to register the name, identity document type and number of the guest as required, or who knowingly know that the guest is staying If a person fails to stop dangerous substances from being brought into a hotel, the public security organs at or above the county (city, district) level shall impose a fine of not less than RMB 200 but not more than RMB 500; the hotel staff knowingly knows that the guest is a criminal suspect or a person wanted by the public security organ. Those who fail to report to the public security organs shall be fined not less than 200 yuan but not more than 500 yuan. If the circumstances are serious, they shall be detained for not more than 5 days in accordance with the "Public Security Administration Punishment Law of the People's Republic of China" and may also be fined not more than 500 yuan. ;

(3) If hotel operators and managers violate safety regulations, causing the risk of safety accidents in the hotel, the public security organs at or above the county (city, district) level shall order them to make corrections; if they refuse to make corrections, they shall be punished in accordance with the provisions of the " *** and the Public Security Administration Punishment Law of the People's Republic of China shall be punished with detention for not more than 5 days;

(4) Anyone who obstructs the staff of the public security organs from performing their duties in accordance with the law shall be punished by the public security organs at or above the county (city, district) level. Warning or a fine of not more than 200 yuan; if the circumstances are serious, the person shall be detained for not less than 5 days but not more than 10 days in accordance with the "Public Security Administration Punishment Law of the People's Republic of China", and may also be fined not more than 500 yuan;

(5) If a hotel is used to take drugs, sell drugs, gamble, spread reactionary or obscene materials, or engage in other illegal and criminal activities, in addition to dealing with the parties concerned in accordance with the law, the public security organs at or above the county (city, district) level may order the hotel to rectify within a time limit, depending on the severity of the case. , and hold the person in charge of the hotel accountable in accordance with the law;

(6) The hotel staff take advantage of the conditions of the unit to seduce, accommodate, or introduce others to prostitution, or the person in charge of the hotel leaves no stone unturned in the prostitution and whoring activities that occur in the hotel will be handled in accordance with the "Decision of the Standing Committee of the National People's Congress on Strictly Prohibiting Prostitution and Whoring";

(7) Theft cases reported by accommodation residents shall be handled by the local public security organs. Among them, if it is caused by the hotel's failure to implement safety precautions, the hotel or the responsible person will compensate for the economic losses; if it is caused by the hotel's failure to comply with the hotel's safety regulations, the hotel or the responsible person will be held responsible.
