Does the tax bureau stipulate how many special invoices the hotel can only issue a month?

There is no provision for this, but generally, if taxes are paid, the monthly invoice amount is limited. If it is an audit collection, there is no limit to the invoice amount. To put it bluntly, small hotels want to pay less taxes and issue fewer tickets every month.
