On July 19, the reporter learned from the Human Resources and Social Security Bureau organized by Jinhua Development Zone that in order to further implement the strategy of strengthening the region with talents, further optimize the environment for talent development, and focus on solving the housing problem of introducing talents, the Development Zone issued the Measures for the Administration of Talent Purchase in Jinhua Economic and Technological Development Zone (for Trial Implementation) (hereinafter referred to as the "Measures"), which stipulated in detail the objects of purchase, subsidy standards and purchase procedures.

You can get a maximum purchase discount of 3 million yuan.

From the content point of view, the "Measures" have formulated the corresponding talent housing security policy for the 1-5 talents in the Catalogue of Key Talents in Development Zones and enterprises registered in the Development Zone and whose tax payment or R&D contribution has reached a certain standard in the past three years, which can be described as "customized according to the quantity".

Among them, those in the 1 category can be purchased for free, and the maximum purchase discount can be 3 million yuan; Belong to the second category of talents, giving 80% of the total purchase price, with a maximum subsidy of 2 million yuan; Those who belong to the third category will be given 60% of the total purchase price, with a maximum subsidy of 6.5438+0.5 million yuan; Doctoral degree winners and senior professional titles in the fourth category of talents will be given 50% of the total purchase price, with a maximum subsidy of 800,000 yuan; Full-time graduate students and associate senior titles belonging to the fifth category of talents will be given 20% of the total purchase price, with a maximum subsidy of 200,000 yuan; Full-time undergraduate graduates from double first-class universities (excluding second-class universities) who have obtained bachelor's degrees will be given a subsidy of 10% of the total purchase price, with a maximum of 654.38+10,000 yuan.

Enterprises whose tax revenue or R&D investment has reached a certain level in recent three years can enjoy the corresponding subscription index of purchasing or purchasing outstanding talents recommended by enterprises in the name of enterprises. The outstanding talents of an enterprise should be middle-level managers or professional technicians who have made outstanding contributions. Enterprises can only buy houses for commercial talents without corresponding subsidies. The subscription of outstanding talents recommended by enterprises is unrestricted, with the total purchase price of 10% and the maximum subsidy of 654.38+10,000 yuan.

Talent rooms shall not be listed and traded within 5 years.

When can I get the talent room on the market for transfer? This is clearly stipulated in the Measures. The purchase contract is marked with restrictions on the transfer and use of housing, and the real estate ownership certificate is marked with the words "talent housing in development zone shall not be transferred within 5 years". Talents can only be listed and traded after they have obtained the certificate of real estate ownership and served in the development zone for 5 years. Before the contents of the notes have not been revoked and the ownership of the house has not changed, the talents who enjoy the house purchase subsidy shall not dispose of the house (except the house purchase mortgage) by means of sale, gift or mortgage.

Individuals or enterprises that meet the requirements for purchasing talent rooms in the Development Zone can log on to the Comprehensive Service Platform of Jinhua Economic and Technological Development Zone (/indexQyfwAction.shtml) to apply online. The "Measures" also clearly stipulates that if the number of house purchases is less than the number of house purchases, according to the principle that individuals take precedence over enterprises, the housing selection object shall be determined from high to low according to the talent level, contribution of achievements, corporate tax payment and R&D contribution (the tax contribution and R&D investment weight are 50% respectively).
