Detailed Rules for the Administration of Public Security in Qingdao Hotel Industry
District (city) public security organs shall be responsible for the public security management of hotels within their respective jurisdictions in accordance with the provisions of these Detailed Rules. Article 4 The public security organs shall be responsible for the public security administration of the hotel industry:
(a) to review the safety conditions of hotels applying for opening, issue relevant certificates and conduct annual inspection;
(two) to guide and assist the hotel to establish security institutions and mass security organizations;
(three) to guide and urge the hotel to establish a safety management system and implement safety precautions;
(four) to train the staff of important positions in the hotel in public security business;
(five) to check the situation of hotel accommodation personnel according to law;
(six) to investigate and deal with public security and criminal cases in hotels. Article 5 An application for opening a hotel must meet the following safety conditions:
(a) the hotel building meets the building safety and fire safety standards;
(two) the fire fighting equipment meets the fire control specifications, and the passages and entrances are unblocked;
(three) with residential buildings or enterprises and institutions in the same building, there should be independent entrances and exits and channels;
(four) doors and windows are firm and equipped with safety locks, and the doors and windows of the climbing room must be equipped with anti-theft devices;
(5) Separate luggage room and valuables locker;
(6) The service desk should be located at a location convenient for safety management.
Hotels opened by civil air defense projects should have good ventilation and moisture-proof conditions for more than two entrances and exits in addition to the conditions listed in the preceding paragraph. Article 6 When applying for opening a hotel, a unit must hold the certificate of the property right unit and the approval document of the superior competent department, and go to the administrative department for industry and commerce for a business license after being examined and approved by the local (city) public security organ.
To apply for starting an individual hotel, you must hold the relevant certificates of the housing property unit and individual, the signatures of the neighbors in the same hospital or the same unit and the documents approved by the local neighborhood offices (or township people's governments), and go to the administrative department for industry and commerce to apply for a business license after being examined and approved by the local (city) public security organs.
To apply for the establishment of foreign-funded hotels such as Sino-foreign joint ventures and Sino-foreign cooperation, it is necessary to hold relevant approval documents, and go to the administrative department for industry and commerce for business licenses according to relevant regulations after being examined and approved by the Municipal Public Security Bureau.
The public security organ shall, within five days from the date of receiving the application, inform the applicant whether to agree to the establishment of hotels by units or individuals. Article 7 A hotel that has obtained a business license shall apply to the district (city) public security organ for a record certificate before it can start business. The public security organ shall issue a record certificate within three days after the applicant submits the application. Article 8 If a hotel closes down, changes jobs, merges, changes its name, changes its legal representative or adds business items, it shall file with the Municipal Public Security Bureau or the public security organ of the district (city) where it is located within three days after the administrative department for industry and commerce handles the registration of change.
Hotel relocation, should be in accordance with the relevant provisions of these rules, re examination and approval procedures. Ninth hotels should establish and improve the public security management system, do a good job in security, maintain the public security order in the business premises, and accept the public security management, supervision and inspection by the public security organs. Article 10 A hotel shall set up a security organization according to its scale or provide full-time or part-time security personnel, and establish a mass security organization. Eleventh hotels run by units shall have more than four clerks; Individual hotels should have more than two booking registrars.
The hotel recorder must be trained in public security business according to the regulations and hold relevant certificates. Twelfth hotel employees must have a fixed residence at the location of the hotel; Employees who belong to the non-registered population must hold the household registration certificate of the public security organ where the permanent residence is located and declare their temporary residence at the public security organ where the hotel is located. Article 13 When a hotel receives hotel accommodation, it must truthfully register according to the contents listed in the passenger accommodation register made by the public security organ, and check the passenger's resident identity card or other valid documents (temporary resident identity card, military pass, work permit with official seal, motor vehicle driver's license); For private rooms under the names of husband and wife, the valid documents of their marriage relationship must be checked.
When a hotel receives foreigners and compatriots from Hong Kong, Macao and Taiwan, it shall check their passports or compatriots' home visits and travel permits, and register them according to regulations. Fourteenth hotels should report the registration form of receiving passengers to the local police station for reference within 24 hours.
Hotels with security agencies may, with the consent of the local district (city) public security organs, be exempted from reporting to the public security organs about their reception of passengers.
The retention period of the passenger accommodation register is five years. Fifteenth hotels shall not exceed the approved scope and quota to receive passengers' accommodation; It is strictly forbidden to accept accommodation for patients with sexually transmitted diseases and other diffuse infectious diseases.
