Historically, Southwest Ordnance Industry Bureau, as the dispatched agency of relevant national defense departments, has always been the functional department of the headquarters of relevant national defense institutions, responsible for implementing the resolutions and decisions of the headquarters, daily management of weapons enterprises and institutions in southwest China, party building and spiritual civilization construction, contact and communication between the headquarters and local governments, timely feedback information, and striving for a relaxed environment for the development of southwest ordnance industry.

Southwest ordnance industry has always been an important national defense industrial base, shouldering some important military scientific research and production tasks. After more than 20 years of efforts, it has formed a development pattern with automobiles, motorcycles and photoelectric products as the leading civilian products, supported by super-large enterprises such as Changan Automobile Group, Jialing Group and Construction Group and a number of key parts enterprises. There are 30 enterprises and institutions in Southwest China, including Chongqing 13, Sichuan 12, Yunnan 1 and Guizhou 1. In addition, the bureau also has three enterprises, including Ma Tie Group, Southwest Material Company and Sichuan Material Company, which belong to Ordnance Industry Group Corporation.
