The development idea is that the government should first invest in infrastructure and attract social funds to participate in supporting development as planned. However, it coincides with the national macro-control, and the local finance is relatively tight, so we can only find another way. The government provides land free of charge and mobilizes institutions and enterprises to invest. For a time, many government agencies and institutions in the city rushed to open hotels, villas and resorts. The plan has become a piece of waste paper, and only 1 square kilometer has been developed from the original planned 4 square kilometers. In the late 1990s, the state stipulated that administrative units were not allowed to run enterprises. With the decoupling of hotels and resorts from the original institutions, most weaning enterprises closed down due to poor management. After that period of disorderly development, the 2km coastline at the core of Longhaitian Island has become fragmented. Longhai Tiandao Tourist Area is located in the east of Dongdao. It is a natural tourist attraction composed of mountain bees, valleys, hills, beaches and green forests. Longshuiling is the most magical place in the natural landscape of the tourist area.
