Is it a liar to ask for registration of ID number and collect portrait phone number when staying in a hotel?

According to Article 6 of China's "Measures for the Administration of Public Security in Hotel Industry", hotels must register when receiving passengers' accommodation. When registering, passengers' identity documents should be checked and truthfully registered according to the specified items.

In other words, if you stay in a hotel without your ID card, it is impossible to provide your ID number, because the hotel does not belong to the public security organs, and you can't find out whether the ID card provided by the passengers is true or false.
