The municipal and county (city) people's governments shall adjust and announce the scope of urban built-up areas according to urban development, and delineate and announce other areas subject to urbanization management. Article 3: City appearance and environmental sanitation work shall adhere to the principles of unified leadership, hierarchical responsibility, public participation and social supervision. Article 4 The municipal and county (city, district) people's governments shall incorporate city appearance and environmental sanitation undertakings into the national economic and social development plans, ensure the funds required for city appearance and environmental sanitation undertakings, strengthen the construction of city appearance and environmental sanitation facilities, and promote the digitalization of urban management , refinement, and intelligence to improve city appearance and environmental sanitation public service capabilities. Article 5 The city appearance and environmental sanitation administrative departments of the municipal and county (city, district) people's governments (hereinafter referred to as the city appearance and environmental sanitation administrative departments) are responsible for the management of city appearance and environmental sanitation within their respective administrative regions.

Administrative departments such as development and reform, public security, finance, natural resources and planning, ecological environment, housing and urban and rural construction, transportation, water conservancy, forestry, health, and market supervision shall, in accordance with their respective responsibilities,** *Also do a good job in city appearance and environmental sanitation management related work.

Article 6: Administrative penalties and administrative enforcement powers related to administrative penalties stipulated in these regulations shall be implemented by the city appearance and environmental sanitation administrative department, unless otherwise provided in these regulations. Article 7 The administrative departments for city appearance and environmental sanitation shall enforce the law in a legal, standardized, fair and civilized manner and implement an administrative law enforcement responsibility system. Article 8 The municipal and county (city, district) people's governments shall organize the preparation of city appearance and environmental sanitation development plans based on local realities and incorporate them into the city's overall plan.

The administrative department for city appearance and environmental sanitation shall, together with relevant departments, organize the preparation of city appearance and planning plans for urban lighting, urban parking, outdoor advertising, garbage disposal and comprehensive utilization based on the city's overall plan, regulatory detailed planning and other upper-level plans. Special plans for environmental sanitation shall be announced and implemented after being submitted to the people's government at the same level for review and approval. Article 9 The administrative department for city appearance and environmental sanitation shall, in conjunction with the departments of housing and urban-rural development, natural resources and planning, formulate urban appearance standards for this administrative region in accordance with the national urban appearance standards, and submit them to the people's government at the same level for approval before promulgating and implementing them.

The formulation of urban appearance standards should be coordinated with the completed urban design and other related results, taking into account the relationship between maintaining the overall urban appearance and modern urban construction, and highlighting the characteristics of the national science and technology city. Article 10 The administrative departments of city appearance and environmental sanitation, the departments of culture, radio and television, tourism, education and sports, health, judicial administration, etc., as well as the business units or management units of public places such as airports, stations, parks, tourist attractions, scenic spots, etc. , should strengthen the publicity and education of city appearance and environmental sanitation laws, regulations and related knowledge, and cultivate and enhance citizens' awareness of maintaining city appearance and environmental sanitation.

Mass media such as radio, television, newspapers, and the Internet, as well as billboards (columns) in public places, should arrange public welfare content on city appearance and environmental sanitation. Article 11: Units and individuals have the right to enjoy good city appearance and environmental sanitation, and have the obligation to maintain city appearance and environmental sanitation. They may discourage, complain and report behaviors that damage city appearance and environmental sanitation.

Encourage units and individuals to participate in public welfare activities for city appearance and environmental sanitation.

Encourage residents (villages) committees to organize residents (villagers) to formulate management conventions for maintaining city appearance and environmental sanitation, and encourage residents (villagers) to participate in city appearance and environmental sanitation management. Chapter 2 City Appearance and Environmental Sanitation Responsibility System Article 12 This city implements a city appearance and environmental sanitation responsibility system. Relevant units and individuals shall, in accordance with the provisions of these Regulations, do a good job in city appearance and environmental sanitation within the responsible area.

The city appearance and environmental sanitation responsibility area refers to the buildings (structures), facilities, places and areas within a certain range for which units and individuals bear the responsibility for city appearance and environmental sanitation management.

Article 13 The following provisions shall apply to the determination of the responsible areas and responsible persons for city appearance and environmental sanitation:

(1) Residential areas subject to property management shall be responsible for property service enterprises; residential areas that do not employ property service enterprises The residents (village) committee shall be responsible for determining the specific responsible persons;

(2) Areas within government agencies, groups, schools, hospitals and other enterprises and institutions and within the scope of planning red lines shall be determined by the property owners and managers. Or the user is responsible;

(3) Hotels, guesthouses, shopping malls, supermarkets, shops, commercial plazas, exhibition and sales venues, temporary stalls, entertainment venues, cultural and sports venues, parking lots, car washes and other places , the property owner, manager or user is responsible;

(4) Newsstands, information booths, telephone booths, bus shelters, guard booths, outdoor advertising, postal mailboxes, box-type substations, communication handovers Boxes, inspection wells, water grates, manhole covers, box covers and other facilities and overhead pipelines shall be the responsibility of the property owner, manager or user;

(7) Septic tanks and septic storage tanks shall be the responsibility of the property owner. If the property rights are unclear, the local city appearance and sanitation department shall be responsible for them. The administrative department is responsible;

(8) Rivers, waters, coastal greening, and hydraulic structures are the responsibility of the property owners, managers or users;

(9) The government has The natural resources and planning department is responsible for the reserved land requisition; the land to be built with clear land use rights is the responsibility of the land use right holder or manager; the construction site is the responsibility of the builder.

The city appearance and environmental sanitation of urban roads, underground passages, public squares and other public areas in urban built-up areas are the responsibility of the local city appearance and sanitation administrative department. The city appearance and environmental sanitation in other areas subject to urbanization management outside urban built-up areas shall be the responsibility of the local town (township) people's government.

If the responsible area or responsible person is not clear, it shall be determined by the local sub-district office or the town (township) people's government; if the responsible area crosses administrative regions and the responsibility is not clear, it shall be determined by the municipality at the same level as above The environmental sanitation administrative department shall determine.
