Chapter 1 General Provisions Article 1 In order to strengthen the protection and management of Guangnan Bamei Tourist Area (hereinafter referred to as the tourist area) and rationally develop and utilize the resources of the tourist area, in accordance with the Tourism Law of the People's Republic of China and the People's Republic of China ", "Environmental Protection Law of the People's Republic of China" and other laws and regulations, combined with the actual situation of Wenshan Zhuang and Miao Autonomous Prefecture (hereinafter referred to as the Autonomous Prefecture), these regulations are formulated. Article 2 Units and individuals operating within tourist areas shall abide by these regulations. Article 3 The tourist area mentioned in these Regulations refers to the Guangnan Xanadu Dam Scenic Area as the core, including the Bamei Tourist Market Town Area, the Puqian Dimu Historical and Cultural Heritage Area, the Nadong Alpinia Forest Area, the Dixian River Valley Rafting Area and Jiulongshan Forest Park and Folk Culture Heritage Area. The specific scope of the tourist area shall be delimited by the Guangnan County People's Government, and boundary markers shall be set and announced. Article 4 The protection, management, development and utilization of tourist areas shall adhere to the principles of scientific planning, legal management, protection priority and sustainable utilization. Article 5 The People's Government of the Autonomous Prefecture and the People's Government of Guangnan County shall incorporate the protection and management of tourist areas into the national economic and social development plans of the people's governments at the same level. Article 6 The People's Government of Guangnan County may formulate preferential policies to encourage social forces to participate in the development and construction of tourist areas, and protect the legitimate rights and interests of investors and people in tourist areas in accordance with the law in accordance with the principle of whoever invests benefits.

When employing employees in tourist areas, priority should be given to recruiting qualified residents in the tourist areas. Article 7 The People's Government of Guangnan County shall establish a tourist area management agency (hereinafter referred to as the management agency), which shall be responsible for the protection, development, utilization and management of tourist areas and provide services. Its main responsibilities are:

(1) Promote, implement and enforce relevant laws, regulations and these regulations;

(2) Investigate and register resources in tourist areas, and do a good job in building them. File work;

(3) Participate in the preparation of the overall planning and detailed planning of the tourist area;

(4) Protect and manage the resources of the tourist area;

( 5) Manage construction and business activities in tourist areas;

(6) Mediate and resolve tourism conflicts and disputes, maintain normal tourism order, and protect the safety of tourist areas and the legitimate rights and interests of tourists;

( 7) Exercise the administrative law enforcement power stipulated in these Regulations. Article 8 The relevant functional departments of the Guangnan County People’s Government and the township (town) people’s governments shall do a good job in the protection and management of tourist areas in accordance with their respective responsibilities.

Relevant village (resident) committees and villager groups assist in the protection and management of tourist areas. Chapter 2 Planning and Construction Article 9 The People's Government of Guangnan County shall organize the preparation of the overall plan and detailed plan of the tourist area, and after submitting them for approval in accordance with the law, organize their implementation and announce them to the public.

The preparation of the overall plan and detailed plan of the tourist area should be conducive to the production and life of the masses, combined with the local natural environment, and highlight the historical culture and national characteristics.

If the approved overall plan and detailed plan of the tourist area need to be changed, they shall be submitted for approval in accordance with the original approval procedures. Article 10 The overall planning scope of the tourist area is composed of the following six areas:

Utopia Dam Scenic Area: Relying on caves, landscapes and unique Zhuang humanities to create a scenic area with the artistic conception of Utopia;

Bamei Tourism Market Town Area: Give full play to the role of the distribution center to build a tourist distribution service center;

Puqian Dimu Historical and Cultural Heritage Area: Relying on Dimu’s historical culture and national culture, create a tourist market Holy land of mother culture;

Nadong alpinia forest area: Relying on natural resources such as alpinia forest to create a natural ecological resort integrating scientific research, sightseeing and leisure;

Dixian River Valley Rafting area: Relying on water resources, create a leisure resort area with rafting projects as the core and comprehensive development of fishing, picnics, camping and other multi-functional areas;

Jiulongshan Forest Park and folk custom inheritance area: relying on The primeval forests and traditional Zhuang villages create a Guangnan Zhuang historical and cultural heritage site and a Zhuang ethnic customs experience area. Article 11 The tourist area shall make unified planning and construction of electric power, communications, radio and television, water supply, sewage and sewage treatment, garbage disposal, parking lot and other infrastructure to improve tourist service facilities and tourist conditions. Article 12 Construction projects and self-built housing for residents in tourist areas should maintain their original natural features and cultural landscapes. Newly built, renovated, and expanded buildings (structures) must comply with the planning of the tourist area, and other procedures can be handled only after being reviewed and approved by the management agency.

If the original buildings (structures) in tourist areas that do not comply with the planning need to be moved, renovated or demolished, they shall be gradually relocated, renovated or demolished in accordance with the law and compensation shall be provided. Article 13 Hotels, hotels, and inns in tourist areas should be equipped with catering grease traps, sewage treatment facilities, and garbage collection facilities, and they should be in normal use. Residential residences should be equipped with third-level septic tanks.

The livestock and poultry raised by residents in the tourist area are encouraged to be kept in captivity, and the feces should be comprehensively utilized or treated harmlessly. It is strictly prohibited to leak to affect the environment or pollute water sources; it is prohibited to build, reconstruct, or expand livestock and poultry farms and breeding communities. , those that have been built should be gradually dismantled or relocated in accordance with the law. Article 14 During the construction of a tourist area project, the construction unit or individual shall take effective measures to protect the scenery and surrounding vegetation, water bodies, and landforms, and shall not cause pollution or damage, so as to ensure the safety of the tourist area. After the project construction is completed, the site should be cleaned up in time to restore it to its original appearance.
