CICC expects that the focus of the Beijing-Tianjin-Hebei development plan will include at least three aspects:

Transportation integration: In terms of intercity transportation, the current high-speed rail, train and highway connections between cities in Beijing and Hebei are still underdeveloped; the freight intensity in the Beijing-Tianjin-Hebei region is higher than that in the Yangtze River Delta and Pearl River Delta regions, but the passenger turnover is lower. The passenger transport intensity of railways and highways is also significantly lower than that of the Yangtze River Delta and Pearl River Delta regions. It is necessary to carry out integrated planning and supplementation of transportation infrastructure to make the transportation layout of the entire region more balanced, reasonable and convenient.

2. Environmental governance: According to data disclosed by the Ministry of Environmental Protection, among the top 10 cities with poor air quality in 2014, the Beijing-Tianjin-Hebei region occupied 8 of them. Although air pollution in the Beijing-Tianjin-Hebei region has eased slightly over the past decade, it is still one of the most polluted regions in the country. For the coordinated development of Beijing, Tianjin and Hebei, one of the first issues that needs to be solved is environmental governance.

3. Industrial structure adjustment and rearrangement: The industrial systems in Beijing, Tianjin and Hebei are unrelated and independent, and the degree of industrial integration is low. At the same time, homogeneous competition in many industries in Beijing, Tianjin and Hebei is serious, especially industrial and manufacturing enterprises, which are widely distributed in the suburbs of Beijing, Tianjin and Hebei, and lack effective coordination. The redistribution of future industries must take into account not only their respective advantages, but also the current foundation and carrying capacity, as well as environmental governance.
