Why can't buildings develop underground?

Depending on which kind, residential buildings are impossible for obvious reasons.

Underground, not only the ventilation and lighting technology is complicated and the cost is high, but also how to connect the pipes? How to deal with your own foundation? How to deal with fire prevention? How to deal with different geological layers is too complicated (what should I do if I encounter groundwater? Sandy soil, stony soil ... how to deal with it? And most importantly, what should be done with the earthwork dug down?

The cost of seabed is higher. How to deal with the compression resistance, corrosion resistance, radiation protection and light transmission of materials? Where do air and fresh water come from? How to dispose of domestic garbage? How to repair it (what if the tsunami comes)?
