It's actually quite simple. The difference between collective land and state-owned land is the difference between the right to use and the transferable nature. The state practices social public ownership of land, and land ownership is divided into two forms: state ownership and working people ownership.

Collective land can be transferred or leased to obtain income, and can also be used for the production or operation of facilities allocated to members to build houses, entertainment, commerce and so on.

Different methods of income; Because government land can't get income through operation, state-owned land can get income through transferring the right to use, and the income of collective land will be wider, which can not only transfer the right to use, lease the income, but also use the land for personal use and operate the income.
