Do foreign-related hotels need to apply for foreign exchange vouchers?

Apply to the local branch of the State Administration of Foreign Exchange and the foreign exchange management department for a personal local and foreign currency exchange franchise business license.

When a franchise institution applies for the exchange license for the first time, the foreign exchange branch shall review and keep the following materials:

(a) the approval document of the franchise business and its copy;

(2) Letter of introduction;

(3) The valid identity certificate of the person who has obtained the license of the exchange and its copy;

(4) Other materials required by the foreign exchange bureau.

Domestic non-financial institutions applying for exclusive foreign exchange business within the jurisdiction of a single foreign exchange branch shall meet the following conditions:

(1) It has the qualification of an independent legal person with a registered capital of not less than 5 million yuan or equivalent foreign exchange;

(2) The credit status of the enterprise is good;

(3) Having senior managers who are qualified for the post;

(4) Having staff with corresponding professional knowledge and work experience;

(5) Having a fixed place, safety precautions and corresponding software and hardware facilities suitable for the franchise business;

(6) Having a necessary management system;

(7) Having been engaged in foreign currency exchange business for more than 6 months, having handled no less than 65,438+0,000 foreign currency exchange businesses within 6 months before applying for franchise qualification, and having not been punished by the foreign exchange bureau during this period;

(eight) meet the technical conditions for accessing the personal foreign exchange settlement and sale system;

(9) Other conditions required by the foreign exchange bureau.

Domestic non-financial institutions that intend to operate franchise business within the jurisdiction of a single foreign exchange branch shall apply to the local foreign exchange bureau with the following documents and materials: after the local foreign exchange bureau has passed the preliminary examination, it shall report to the higher foreign exchange bureau for approval. The foreign exchange bureau shall, within 20 working days from the date of receiving the complete application materials, make a written decision to approve or disapprove its entry into the preparatory period:

(1) An application report;

(two) the preparation work plan and the list and resume of relevant personnel;

(3) Copy of business license (including outlets), organization code certificate and its copy;

(4) The audited accounting report of the previous year;

(five) the qualifications of not less than two senior managers (bachelor degree or above, engaged in relevant economic work for more than 5 years);

(6) Qualification certificates of at least two staff members of each branch (engaged in currency exchange for more than 6 months and familiar with relevant foreign exchange management policies);

(7) Explanatory materials of the personal local and foreign currency exchange franchise business system (hereinafter referred to as the franchise system), which should have the functions of real-time exchange business, reserve fund management, accounting, summary statistics, relevant record keeping, and the function of risk warning for behaviors such as exceeding the limit and splitting in accordance with the relevant provisions on personal settlement and sale of foreign exchange;

(8) Explanatory materials of the business premises and other software and hardware facilities suitable for the franchise business, including but not limited to: basic information of the business premises, eye-catching bilingual display equipment for currency exchange and quotation, computers, database equipment and other software and hardware facilities required for the franchise business, high-definition video monitoring equipment capable of completely recording business activities, etc.

(9) A summary report on foreign currency exchange business for more than 6 months, and proof that the foreign currency exchange business has reached the minimum exchange amount and the number of exchanges within 6 months before the application;

(10) Relevant management systems, including but not limited to: operating rules of franchise system, operating rules of personal foreign exchange settlement and sale system, foreign currency exchange quotation management, reserve fund management, cash management, accounting, statistical report, risk and corresponding internal control management, voucher and file seal management and other systems;

(eleven) other materials required by the foreign exchange bureau.
