Chang 'an, known as an in ancient times, is the first capital called "Beijing" in history, and it is also a typical example of separating the city (commercial area) from the house (residential area) in China's urban construction. Zhou Wenwang made its capital here and built Fengjing. After King Wu ascended the throne, Hao Jing was built, which was collectively called Fenghao. In the fifth year of Emperor Gaozu, Chang 'an County was established, and Changle Palace was built on the south bank of Weihe River, the north side of Epang Palace and Qinxingle Palace. In the fifth year of the Western Han Dynasty (the first 202 years), Chang 'an County was established, and a new city was built in Chang 'an County, which means "long-term stability", and the area where Chang 'an City is located was changed to "Jingzhao", which means "the land of the capital".

Since the opening of the Silk Road, "Chang 'an" has become the center of oriental civilization. In the Sui Dynasty, Emperor Wendi of Sui Dynasty built a new capital in Daxing County (East of Chang 'an County) and named it Daxing City. In the Tang Dynasty, Chang 'an County and Daxing County were re-divided based on the central axis, and Daxing County was renamed Wannian County, meaning "Wan 'an" and the name of "Chang 'an" was restored. In the Yuan Dynasty, "Chang 'an" lost its status as the capital, and the "Jingzhaofu" where "Chang 'an City" was located was renamed "Fengyuan Road". In the Ming Dynasty, "Fengyuan Road" was changed to "Xi 'an House", hence the name "Xi 'an".

However, Chang 'an City is still called Chang 'an, which is under the jurisdiction of Chang 'an County. The name of Chang 'an has not been abolished until Chang 'an was separated from Chang 'an County in modern times and Xi 'an was established independently.
