Guangzhou Public Security Video System Management Regulations
Chapter 1 General Provisions Article 1 In order to strengthen the management of public safety video systems, improve urban emergency command response and urban management capabilities, and ensure public safety, according to the "Guangdong Province Security Technology Prevention "Management Regulations", these regulations are formulated based on the actual situation of this city. Article 2 The term "public security video system" as mentioned in these regulations refers to a comprehensive system that uses technical equipment to collect, transmit, display and store video information in places or areas involving public security. Article 3 These regulations shall apply to the planning, construction, use, maintenance and management of public safety video systems within the administrative region of this city. Article 4 The construction and management of public security video systems shall follow the principles of unified planning, unified standards, classified funding, overall planning of construction, and territorial management. Article 5 The municipal public security organs are responsible for the management, supervision and guidance of the city’s public security video systems, and the district and county-level municipal public security organs are responsible for the specific management of the public security video systems within their jurisdiction.
The municipal information technology department is responsible for the overall planning, comprehensive coordination and resource integration and sharing of the municipal public security video system.
Administrative management departments such as planning, construction, municipal gardening, land and housing management, quality supervision, transportation, industry and commerce, urban management, safety supervision, and water conservancy shall, in accordance with their respective responsibilities, do a good job in the construction and implementation of public safety video systems management work. Chapter 2 Planning and Construction Article 6 Public security video systems shall be constructed in the following places or areas involving public security:
(1) Weapons, ammunition and flammable, explosive, Production, storage or business premises of highly toxic, radioactive items and precursor chemicals;
(2) Airports, ports, railway stations, docks, parking lots, passenger and freight stations and hub bus stations Important parts;
(3) Highways, urban express lines, urban trunk lines, major intersections in the central area, all entrances and exits of the city, the main channel of the Pearl River within the jurisdiction, pedestrian bridges, large bridges, tunnels, etc. Important parts of transportation facilities;
(4) Important parts such as entrances and exits of stations on subway operating lines, platform passages, passenger trains, underground shopping malls, buses, trams, passenger ships and other large buses *Important parts of transportation vehicles;
(5) Important parts and entrances and exits of party and government agencies at all levels;
(6) National key scientific research institutions, where important archives are stored centrally Museums and warehouses;
(7) Museums, memorial halls, exhibition halls and other places where important cultural relics, materials and valuables are displayed and stored together, and important parts of cultural relics and historic sites at all levels and modern protected buildings;
p>(8) Vaults, places for the manufacture or centralized storage of currency, securities, and bills, vehicles for escorting bills and currency, business premises of financial institutions, and places for the operation and storage of financial information;
(9) Vital parts or places of radio, television, newspaper offices, telecommunications, postal services, public information networks, and water supply, power supply, gas supply, sewage treatment and other units;
(10) Parks, conference centers, Important parts of public activities and gathering places such as sports venues, hospitals, schools, residential areas, commercial streets, large farmers' markets, lobby entrances, elevators and other main passages of hotels (guesthouses), restaurants, entertainment venues, office buildings, etc.;
(11) Construction sites, important urban landscapes, large underground spaces and other important parts of urban construction facilities;
(12) River embankments, reservoirs, artificial lakes, and key flood control and drainage areas and other important water conservancy project facilities;
(13) Other places or areas where public safety video systems need to be constructed.
It is prohibited to install video surveillance systems or facilities and equipment in restrooms, bathrooms, locker rooms, hotel (guesthouse) guest rooms, staff, student dormitories and other places or areas involving citizen privacy. Article 7 The owners, managers, and operators of the places and areas specified in Article 6 of these Regulations shall build public safety video systems within the scope of their responsibility in accordance with unified planning and unified technical specifications. Owners, managers, and operators can clarify the construction and management responsibilities of public security video systems through agreement.
If a public security video system should be constructed in accordance with these regulations but has not yet been constructed, the construction should be based on existing buildings or pipelines.
The municipal information technology department shall, in conjunction with the relevant administrative departments, prepare a construction plan for the public safety video system and formulate relevant technical specifications. Article 8 If the places or areas specified in Article 6 of these Regulations fall within the scope of the "Guangdong Provincial Security Technology Prevention and Management Regulations", their public safety video system projects shall apply to the public security organs for plan review and system review in accordance with the prescribed procedures. Inspection and completion acceptance.
If it does not fall within the scope of the "Guangdong Provincial Security Technology Prevention and Management Regulations", the construction unit shall submit the public safety video system construction plan, system testing and completion acceptance materials to the local district, County-level city public security organs for filing. Article 9 Public security video system projects invested and constructed by governments at all levels shall be handled in accordance with the planning, review, bidding and acceptance procedures for information projects at the same level. Article 10 When the places or areas specified in Article 6 of these regulations are newly built, renovated or expanded, the supporting public safety video system shall be designed, constructed and accepted for use at the same time as the main project. If the public safety video system has not been inspected or failed to pass the inspection, the construction project shall not be put into use.
If the construction of outdoor public security video systems involves the design and construction of ancillary structures, it shall comply with urban planning requirements.
When conducting planning reviews of construction projects that should be equipped with public security video systems in accordance with Article 6 of these regulations, the urban planning administrative department shall propose the planning and design of the public security video system. Require.
