If you form a group independently, you can choose a tour guide from the DPRK to pick up the group at Pyongyang Railway Station, so you can buy your own ticket to take the Beijing-Pyongyang International Union (the two international intermodal cars hanging on the tail of K27, Dandong doesn't have to get off and go directly to the country), but this ticket seems to be in short supply.
