According to media reports, most of the casualties in the fire were elderly people who traveled to Harbin. It is sad that the "journey of happiness" has evolved into a "journey of death". And combing the media reports will find that if some aspects of the work can be done better and better, then sad things will not happen. This makes people feel sad, more anger and regret.

After the accident, Zhang Moping, the legal representative of the hotel, was criminally detained on suspicion of fire accident. The crime of fire accident is a kind of negligent crime, and negligence is in terms of the psychological state of the perpetrator causing harmful consequences. As the person in charge of the hotel, he didn't want a fire accident to happen, but he knowingly violated the fire control regulations. In this accident, the hotel did not have the opening conditions because of unqualified fire fighting. Zhang Moping knows this well. If he can seriously rectify and shut down before the rectification is qualified, nothing will happen. But the pursuit of interests leads to psychological negligence or luck, so tragedy happens. The media found on the website of Heilongjiang Provincial Public Security Fire Brigade that since 20 17 and 12, the hotel failed in the fire supervision and spot check for four times. According to the provisions of the Fire Protection Law, if a public gathering place is put into use or business without fire safety inspection, or fails to meet the fire safety requirements after inspection, it shall be ordered to stop using it or stop production or business. After the accident, the staff of relevant departments revealed that the hotel had been ordered to rectify. It seems that the situation of unqualified fire safety does exist.

The fire hydrant door is blocked, the "safety exit" indicator light is not lit, "there is no evacuation guide sign, walking like a maze" ... Is it not clear enough what measures should be taken for such a hotel? If the relevant departments and personnel had a stronger sense of responsibility, stricter law enforcement and tighter attention, it might not be difficult to find out the facts of their illegal business operations, and the tragedy might not have happened. Whether the death of 20 people is related to the dereliction of duty of some people, we look forward to the conclusion of the accident investigation. It is gratifying that the local authorities have stated that no matter who is involved, the accident investigation will be investigated to the end.

Fundamentally speaking, the hotel itself is illegal. The Regulations on the Administration of Harbin Sun Island Scenic Area promulgated in 2006 stipulates that hotels, resorts, guest houses, recuperation institutions and residential buildings are not allowed to be built in the core area of scenic spots. If it has been built, it shall be demolished or relocated within the time limit stipulated by the Municipal People's Government, and compensation shall be given according to law. If we had acted in strict accordance with the law, this hotel would have been "dead" long ago, and there would have been no current accident. But it actually "lived" illegally for many years and eventually became a burial place for 20 people. From this perspective, 20 people died illegally.

Tragedy happened. If we downplay the past, what did the living people look like before and what will they look like in the future? Can you be worthy of the deceased?
