Interim Provisions of Shanghai Municipality on the Administration of Eliminating Four Pests

Chapter I General Provisions Article 1 In order to eliminate mosquitoes, flies, rats and cockroaches (hereinafter referred to as the four pests), control their harm, prevent the spread of diseases and protect human health, these Provisions are formulated in accordance with the provisions of relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Provisions shall apply to the urban areas and counties of this Municipality. Article 3 All units and individuals within this Municipality have the obligation to prevent and kill the four pests. Fourth in addition to the funds needed for the work of the four pests, in addition to the subsidies given by governments at all levels to non-public areas, all units and households should bear. Article 5 patriotic health campaign committee (hereinafter referred to as Aiweihui) is the competent department for the implementation of these Provisions. City Aiweihui Office shall organize the implementation of these Provisions, and jointly with the health and epidemic prevention departments at the same level shall be responsible for the daily supervision and management of the work of eliminating the four pests within their respective jurisdictions. Chapter II Control and Governance Article 6 The work of eliminating the four pests shall be under the unified leadership of the Ivy Association of the city, district, county and street (town), and the competent departments of all grass-roots units shall coordinate the work of eliminating the four pests in this system. Seventh to eliminate the four pests, comprehensive prevention and control measures should be taken, such as transforming the environment, controlling the breeding grounds of the four pests, killing mosquitoes, flies, rats and cockroaches. In the production, management, storage, transportation, management, maintenance and waste disposal, industries and places that are prone to cause or breed the four pests should have perfect prevention and killing measures and strictly control the reproduction of the four pests. Eighth areas, units and households should take measures to prevent and kill rats, and can use methods such as blocking holes, poisoning and sticking to catch rats. Small and medium-sized units should meet the requirements of rat-free; Large-scale units should be determined by rat trap method, with no more than two rats, or by powder trace method, with no more than five rat tracks or no more than two rat tracks; In the street (town), the rat density shall not exceed 1%, or the positive rate of powder trace method shall not exceed 5%, or the positive rate of rat sign shall not exceed 2%. Article 9 All regions, units and households should actively rummage pots and pans and level depressions, strictly control mosquito breeding sites within their administrative areas, and use chemical, physical and biological mosquito killing methods to eliminate larvae and adults. Small units of stagnant water must not have mosquito breeding; The total mosquito breeding area of medium-sized units shall not exceed two square meters; The total area of mosquito breeding in large units of stagnant water places shall not exceed five square meters; The harmful rate of mosquito breeding in urban and suburban streets (towns) shall not exceed 5% and 10% respectively.

There should be no flies gathering in the unit. Tenth all regions and units should strengthen the management of human and animal manure and waste, and take methods such as trapping, flapping and spraying drugs to eliminate flies. All industries and key places that are easy to attract and breed flies should gradually improve measures to prevent and kill flies. Small units shall not have mosquitoes and flies breeding; The total area of flies breeding in medium-sized units shall not exceed two square meters; The total breeding area of large units of mosquitoes and flies shall not exceed five square meters; The harm rate of flies breeding in urban and suburban streets (towns) shall not exceed 5% and 10% respectively.

There shall be no rope gathering in the device. Eleventh areas, units and households should eliminate the habitat of cockroaches, and kill cockroaches by poisoning, sticky catching and spraying drugs. The positive rate of adults and nymphs shall not exceed 5%, and the average density shall not exceed 5 per room; The positive rate of octopus is not more than 2%, and the average density is not more than two per room. Chapter III Supervision and Administration Article 12 Municipalities, districts and counties shall set up quarantine supervisors. Pest control supervisors shall be professionals and managers engaged in pest control, and shall be appointed by Ivy Association of the city or district or county respectively. Pest control supervisors shall perform the following duties:

(a) to supervise and manage the work within the scope of management in accordance with the provisions;

(two) to publicize the knowledge of the four pests and guide the personnel on duty to carry out their work;

(3) Handling incidents in violation of these Provisions. Thirteenth streets (counties) set up a pest control officer. Pest control personnel shall be appointed by the street (county) Ivy Association and reported to the district and county Ivy Association for the record. Pest control officers shall perform the following duties:

(a) under the guidance of the pest control supervisor, inspect and urge the units and households in this area to carry out pest control work;

(two) to assist the pest control supervisor to deal with incidents in violation of these provisions. Fourteenth higher authorities of each unit should strengthen the management of the work of eliminating the four pests in the subordinate units of this system. The superior departments in charge of food production, catering, aquatic products, waste products, food, animal husbandry, health, construction, municipal administration, housing management, gardens and other industries shall designate personnel to inspect and supervise the implementation of these Provisions by their subordinate units. Fifteenth units and individual industrial and commercial households unable to implement pest control measures on their own, can entrust pest control service agencies to deal with it, and pay the corresponding drugs and labor costs. The charging standard shall be uniformly formulated by the Municipal Aiweihui Office in conjunction with the Municipal Finance Bureau and the Municipal Price Bureau. Sixteenth where the establishment of regional mass pest control service institutions, should be reported to the district and county Aiweihui office for approval; Where the enterprise pest control service institutions, shall be reported to the Aiweihui office for examination and approval, after approval and registration by the administrative department for Industry and commerce, can accept the pest control business. Pest control service institutions shall ensure the quality of pest control, and shall bear the responsibility in accordance with these regulations if the effect of pest control is not achieved. Chapter IV Penalties Article 17 In case of violation of Articles 8, 9, 10 and 11 of these Provisions, the supervision and management department at or above the street (town) may, as appropriate, give a warning to the unit, make rectification within a time limit and impose a fine until it is ordered to suspend business for rectification; Residents can be warned and punished for rectification within a time limit.
