State Oceanic Administration: Idle land formed by reclamation is nationalized according to law, and commercial real estate development is prohibited.

Yesterday morning, the State Oceanic Administration held a press conference on reclamation. Lin, deputy director of the State Oceanic Administration, said that in combination with the inspector's rectification work, the State Oceanic Administration will adopt "the strictest reclamation control measures in history" to prohibit commercial real estate development through reclamation, and at the same time completely ban reclamation in Bohai Sea.

Reclamation refers to the need to push the coastline forward and expand the land area through artificial construction because of the shortage of land or the need to cooperate with planning. Although the shortage of coastal land has been alleviated to some extent, unreasonable and illegal reclamation has also brought a series of problems to the marine ecological environment and the order of marine development. In 20 17, the State Oceanic Administration set up the National Ocean Inspectorate, which carried out special inspections on reclamation in 1 1 coastal provinces (autonomous regions and municipalities) in two batches, and carried out routine inspections in Hebei, Fujian and Guangdong provinces at the same time.

Lin introduced that from the inspection situation, the problems in the six provinces and regions are mainly concentrated in three aspects. First of all, the requirements for saving and intensive use of marine resources have not been thoroughly implemented. The inspector group found that some areas were blindly reclaimed from the actual demand and left vacant for a long time. Individual projects illegally changed the use of reclamation for real estate development, wasting marine resources and destroying the ecological environment. For example, the inspector group found in Hainan that the reclamation activities mainly serve the tourism real estate industry, while Haikou Lighthouse Hotel Project, Wenchang Coconut Bay Resort Artificial Island Project and Nanhai Resort Artificial Island Project have not been developed and constructed so far and are in an idle state.

In addition, there are still some problems in the six provinces, such as illegal examination and approval, improper supervision, illegal reclamation fines paid by local finance, or returning them to illegal enterprises first, administrative punishment becoming a mere formality, and poor prevention and control of pollution in coastal waters. There is a huge gap between the number of land-based pollution sources determined by the inspector group and the number of sewage outlets in coastal provinces.

The examination and approval authority of reclamation projects shall not be delegated;

The provinces no longer issue annual reclamation plan indicators;

Adhere to the principle of "whoever destroys it will repair it" and strengthen ecological restoration;

Under the guidance of coastal zone planning, strengthen the review of sea demand for the project;

Strengthen audit supervision and daily supervision of reclamation.
