The determination of rail transit line 9 planning is an important measure for the municipal government to implement Scientific Outlook on Development and improve future urban traffic. After 18 years of development and construction, Jinqiao Development Zone with a total area of 27.83 square kilometers has become the largest advanced manufacturing base in Shanghai and even the whole country, forming four pillar industries: electronic information, automobiles and parts, modern household appliances and biomedicine. Fifty-two Fortune 500 companies have invested in 83 projects in Jinqiao. It is the development zone with the highest output rate per unit area, the largest output and the largest number of employees. Since the establishment of Jinqiao Development Zone, the accumulated tax revenue has reached 64 billion yuan, which has made important contributions to Shanghai's economic development. Jinqiao Development Zone is the only national development zone in Shanghai (Zhangjiang, Jinqiao, Waigaoqiao and caohejing) that is not connected with rail transit. According to the requirement of accelerating the development of service-oriented economy in Shanghai, Jinqiao has focused on the development of producer services featuring R&D design and headquarters economy in recent years. Jinqiao has completed the first-phase producer service park, with a total construction area of about 654.38+0.5 million square meters. In addition to Kodak and Huawei, there are Motorola, Biocy and SDB. The planned area of productive service park phase II is 600,000 square meters, and GM China Park has been introduced. By 2008, after the completion of GM China Park, more than 65,438+0,500 engineers and scientists will work in the center. The second phase of the Productive Service Park will introduce 2-3 regional headquarters of large multinational companies, and a number of projects are already under negotiation. The planned area of the third phase of the productive service park is about 6,543,800 square meters. At present, the relocation work has started smoothly, and it is expected to accommodate 20,000 people after completion. After the completion of the first, second and third phases of the producer services park, Jinqiao will become the largest, most functional and most distinctive producer services gathering demonstration area in Shanghai. At present, the number of employed people in Jinqiao Development Zone has exceeded 654.38+10,000. Due to the lack of public rail transit, enterprises invest a lot of money to set up enterprise fleets every year (Chen Zhuang Company alone has 28 enterprise buses), which alleviates the commuting problem of employees, and thus brings great pressure to ground transportation such as Yanggao Road. Therefore, rail transit has become the biggest restrictive factor affecting the "secondary development" of Jinqiao, and it is urgent for Chinese and foreign enterprises and employees in the development zone to implement the extension of rail transit line 9 in advance.

At present, there are three universities along Jinhai Road, including shanghai second polytechnic university University, Finance College and Sanda University, with about 30,000 teachers and students (including faculty and staff). Most of them are local students in Shanghai, and most of the faculty members live in Puxi. Traffic problems have always been a big problem that plagues schools. Although the transportation department has taken measures such as increasing bus lines and buses, it still cannot meet the increasing traffic volume. At the same time, real estate, hotels and commercial facilities around colleges and universities are also under construction, and building rail transit in advance is more conducive to project construction and the development of colleges and universities.

4. Building the extension line of Rail Transit Line 9 in advance is beneficial to the construction of Cao Lu New Town. Cao Lu New Town, with a planned area of 17.87 square kilometers, is one of the 60 new towns in Shanghai, one of the four new towns in Pudong New Area, and the future 6th economic, cultural, commercial and service center of Jinqiao Functional Area, with a population of about 1.5 million. Shanghai Cao Lu New Town Investment and Development Co., Ltd. was formally inaugurated on September 29th, 2007, and the construction of Cao Lu New Town has entered a comprehensive start-up stage. In 2008, the eastern sections of gutang Road, Kong Ling Road and Jinhai Road will be built, and the construction of civil plot 29, Xinhua 10 plot and Minchun Road commercial and leisure street will be started. Therefore, the construction of the extension line of Rail Transit Line 9 in advance is not only conducive to the convenience of local residents, but also conducive to the high-standard construction and high-level urban management of Cao Lu New Town.

5. On June 5438+065438+1October 55438, the People's Government of Pudong New Area signed an agreement with the Second Military Medical University to relocate the Long March Hospital to Pudong. The Long March Hospital has officially settled in Pudong, Cao Lu, and will officially start construction in 2008. After the completion of the Long March Hospital, the number of beds will be 1.7 million, and the average number of daily visits is expected to reach more than 1.0 million. If there is no perfect transportation facilities to match it, it will not be conducive to the people's medical treatment, and it will not be conducive to the full play of the resources of tertiary hospitals. Therefore, it is very necessary to implement the construction of the extension line of rail transit line 9 in advance.

6. Building the extension line of Rail Transit Line 9 in advance is the need of residents' transportation in Cao Lu base of Shanghai supporting commercial housing. At present, the relocated residents of Cao Lu base have completed the main construction and entered the supporting construction stage, and the relocated residents will soon move into the community. Residents' travel must be guaranteed by transportation organizations with large carrying capacity and fast running speed. Therefore, the construction of rail transit must be completed ahead of schedule to meet the upcoming peak passenger flow, thus providing practical guarantee for the smooth promotion and implementation of major supporting projects in the city.

7. There is basically no relocation of residents and enterprises in the construction of the extension line of rail transit line 9, and the transportation organization and project implementation are convenient, which is conducive to maintaining social stability and controlling construction costs.

8. The construction of the extension line of Rail Transit Line 9 is necessary to facilitate the travel of residents of Jinqiao Biyun International Community. Biyun International Community is a living supporting park in Jinqiao Development Zone. There are 7,000 high and medium-grade export houses, office buildings and serviced apartments in the park, one third of which are foreign residents, and there are more than 6,000 CEOs, senior managers and ordinary foreigners from 28 countries and regions such as Europe and America. It is a first-class community where foreigners live and work in Jinqiao and even Pudong. The early completion and opening of Rail Transit Line 9 is also the expectation of this part of foreign residents, and it is also an urgent task to enhance the overall image of Pudong New Area's development and opening up.

9. Implementing the construction of the extension of Rail Transit Line 9 in advance is conducive to maintaining social stability. In the near future, about 40,000-50,000 people will travel and pass through Cao Lu. By then, the failure to form a complete traffic guarantee will lead to heavier pressure on the government, so it is urgent to implement the project construction in advance.
