Regulations of Kunming Municipality on the Openness of Village Affairs
The agricultural department is responsible for guiding and supervising the collective finance of village affairs, improving the supervision system of rural collective assets, funds and resources, and implementing the accounting principal-agent system of villagers' committees and villagers' groups.
The supervision department is responsible for the special supervision and inspection of village affairs.
Other relevant administrative departments shall, in accordance with their respective duties, do a good job in making village affairs public. Chapter II Contents and Procedures Article 7 The following government affairs shall be made public:
(1) Various policies and measures for supporting agriculture and benefiting farmers;
(two) poverty alleviation and development, disaster relief, social donations, minimum living security, five guarantees, special care and pensions. ;
(three) the village construction, renovation and demolition plan;
(four) the implementation of the family planning policy;
(five) the audit of villagers' committees or villagers' groups;
(6) Requisition of collective land;
(seven) the application, approval and use of homestead;
(eight) new rural construction projects and their implementation;
(nine) other government affairs that should be made public. Article 8 The following financial matters shall be made public:
(1) Financial plans such as financial revenue and expenditure, purchase and construction of fixed assets, agricultural capital construction, construction of public welfare undertakings, management and disposal of collective assets, resource development, foreign investment and income distribution;
(two) financial income such as contract management, collective management, fund-raising services, compensation for land acquisition and demolition, relief and poverty alleviation, social donations, higher-level funding, and asset sales;
(3) Financial expenses such as collective management, public welfare undertakings, purchase and construction of fixed assets, compensation for land acquisition, relief and poverty alleviation, social donations, subsidies and bonuses for members of villagers' committees and villagers' groups, office, meetings, travel, health, reception, subsidies for lost work, and newspaper subscriptions for village groups;
(four) cash and bank deposits, securities, fixed assets, foreign investment and other collective property;
(5) The amount and term of the creditor's rights and debts;
(six) the distribution of total income, investment profit sharing, farmers' dividends, welfare funds and the withdrawal of provident fund and public welfare fund;
(seven) other financial matters that should be disclosed. Article 9 The following matters shall be made public:
(a) the annual work plan and the completion of the previous year's goals;
(2) Resolutions, decisions and measures discussed and decided by villagers' committees and villagers' group meetings;
(three) the division of labor, performance, honesty and self-discipline and rewards and punishments of the members of the villagers' committee and the villagers' group;
(four) to solve the hot and difficult problems that the villagers are generally concerned about and do practical things for the villagers;
(five) the bidding results and contract performance of collective economic projects;
(six) the management and disposal of collective assets;
(seven) the development planning and implementation of public welfare undertakings;
(eight) the standard, collection and use of fund-raising and labor-raising, fund-raising and labor-folding;
(nine) the articles of association of villagers' autonomy, village rules and regulations;
(ten) other matters that should be made public. Tenth other village affairs that should be made public at the joint request of more than one tenth of the villagers who have the right to vote or more than one fifth of the villagers' representatives. Eleventh village affairs work procedures:
(1) To formulate plans for making village affairs public;
(two) in accordance with the examination and approval plan;
(3) Village affairs shall be made public at least 1 time every quarter, in the first month of the next quarter. Major issues involving the interests of the collective and the villagers shall be announced in a timely manner; If there are many collective financial transactions, the financial revenue and expenditure will be announced every month 1 time;
(four) the establishment of village archives, archives should be true, accurate and complete, and kept by the villagers' committee, so as to query. Twelfth village affairs should be easy to understand and open in the form of a fixed public column, and the contents of the public column should be kept for more than 7 days. When necessary, hold a villagers' meeting or a villagers' representative meeting for publicity.
