Announcement on the introduction of high-level in-demand professional talents in Tongshan County, Xianning in 2023?
In order to further implement the strategy of strengthening the county with talents and promote the high-quality development of Tongshan, after research and decision, Tongshan County will openly introduce 108 high-level and urgently needed professional talents to the society in 2023 (see attachment 1 for specific position information). The announcement is now as follows:
1. Introduction objects, scope and conditions
(1) Comply with national laws and regulations, have good conduct, be in good health, and meet the conditions and qualifications required for the introduction position.
(2) Possess a full-time master's degree or above or a general full-time undergraduate degree from a "Double First-Class" first-class university construction university (Category A).
Among them, applicants for teaching positions require a full-time master’s degree or above or a full-time undergraduate degree from a normal college directly under the Ministry of Education.
(3) The age requirement for undergraduate graduates is under 28 years old (born after July 31, 1994); the age requirement for master’s degree graduates is under 32 years old (born after July 31, 1990); Ph.D. The age requirement for graduate students and those with associate senior or above professional titles is under 45 years old (born after July 31, 1977); the age requirement for undergraduate students applying for doctor positions can be relaxed to 30 years old, and the age requirement for master's degree candidates can be relaxed to 35 years old.

(4) The candidates for the introduction of high-level urgently needed professional talents should obtain the corresponding academic qualifications and degree certificates before July 31, 2023.
(5) Those who have any of the following circumstances are not allowed to apply:
1. Have been criminally punished or dismissed from public office;
2. Suspected of disciplinary violations Those who have violated the law and are under review by relevant agencies but no conclusion has been made yet;
3. Those who have been punished by departments or above while in school;

2. Introduction process
(1) Registration and qualification review
1. Registration time.
From the date of announcement, it will end at 17:00 pm on March 3, 2023.
2. Registration materials.
(1) My recent 1-inch color registration photo without hat; (2) Originals and copies of materials related to the requirements for the introduced position, including my academic certificate (academic certification report queried on Xuexin.com), degree Certificate, ID card, professional and technical title certificate or vocational qualification certificate and other related documents.
3. Registration method.
Registration must be done online.
Applicants should fill out the "Hubei Province Tongshan County 2023 High-level Urgent Professional Talent Introduction Application Form" (see attachment 2), package and send scanned copies of relevant application materials to the email address of the Tongshan County Party Committee Talent Office 1103209980@qq.com. The registration email is uniformly named "Position code + name + graduation school and major + contact number". Each person is limited to one position.
The registration time is based on the time when the email is sent. Late applications will not be accepted.
Each candidate can only send one registration email. If sent multiple times, the first registration email shall prevail.
Candidates are requested to compress and send the registration materials at once. Incomplete materials will be treated as invalid registration.
Online registration is subject to email reply. If no email reply is received, the registration will be deemed unsuccessful.
4. Qualification review.
Applicants who meet the registration conditions can independently submit the "Application Form", submit relevant materials, and undergo qualification review. The qualification review will be implemented by each employer (competent department).
Applicants should truthfully fill in the relevant information, apply for the exam in good faith, and be responsible for the authenticity and accuracy of the information filled in. If the applicant's qualifications do not meet the job requirements or the information filled in is incorrect, the consequences arising therefrom will be borne by the applicant. It is the responsibility of the personnel themselves.
According to the "Regulations on the Handling of Violations of Discipline and Violations in Public Recruitment by Public Institutions" (Order No. 35 of the Ministry of Human Resources and Social Security of the People's Republic of China), forged documents, materials, false reporting contents, etc. If you are not qualified for the examination, your registration qualification will be cancelled.
Qualification review runs through the entire recruitment process. If an applicant commits fraud or violates regulations and disciplines, once discovered, the examination or employment qualification will be cancelled.
(2) Admission ticket
The time and place for collecting the admission ticket will be determined separately, and candidates will be notified by each employer (competent department).
Collect the admission ticket with the applicant’s ID card. The same admission ticket will be used for the written test and interview. Candidates must keep it properly and will not replace it if lost.
(3) Examination
According to the spirit of the document "On Forwarding the Notice of the Organization Department of the Central Committee of the CPC to the Ministry of Human Resources and Social Security" (Erenshehan [2017] No. 220), this talent introduction The interview is mainly conducted through interviews, and there is no examination ratio. For positions where the number of applicants and the introduction plan are equal to or less than 1:1, the interview sets a minimum passing score (75 points and above).
The interview adopts a structured interview, focusing on testing the candidates' basic qualities in political and ideological level, comprehensive analysis ability, response and adaptability, language expression ability, professional ability and other aspects.
The interview time and location will be determined separately, and candidates will be notified by each employer (competent department).
A written test will be added for positions where the number of applicants and the introduction plan exceed 3:1. The written test is based on the "Outline of Public Recruitment Classified Examinations for Public Recruitment of Public Institutions" and the full score of the written test is 100. Five working days after the completion of the written test, candidates can log in to the Tongshan County Government Affairs Network to check the test results and rankings. The time and location of the written test will be notified to the candidates separately by each employer (competent department).
(4) Calculation of total score
The total score is based on a percentage system. The conversion ratio for additional written test positions is as follows: total score = written test score × 40% + interview score × 60%. For other positions, The interview score is the total score.
(5) Examination score ranking rules and the principle of parallel priority
When candidates applying for the same position have the same total score, they will enter the physical examination in the following order of priority: fresh graduates will be given priority, and candidates with higher academic qualifications will be given priority. Priority will be given to those who meet the priority conditions specified in the job list.
(6) Physical examination and inspection
According to the overall score of the candidates from high to low, candidates for physical examination and inspection will be determined in a ratio of 1:1 to the number of job recruits.
Physical examinations and inspections are organized and carried out by the competent department (employing unit).
1. Physical examination.
The physical examination refers to the "Notice on Further Improving the Physical Examination for Civil Servant Examination and Recruitment" (Ministry of Human Resources and Social Security [2012] No. 65), "On Revising the "General Standards for Physical Examination for Civil Servant Recruitment (Trial)" and "Civil Service Examination and Recruitment" The Recruitment Physical Examination Operation Manual (Trial)>Notice on Relevant Contents (Ministry of Human Resources and Social Security [2016] No. 140) and other regulations shall be organized and implemented.
If the recruiting unit or the examinee has any doubts about the physical examination results, the examination can be re-examined with the approval of the competent department (public institution).
Reexamination can only be conducted once, and the results of the physical examination shall be subject to the conclusion of the reexamination.
Applicants must complete all physical examination items carefully. If they do not complete the physical examination items as required within the specified time, they will be deemed to have automatically given up their physical examination qualifications.
For female candidates during pregnancy, physical examination items that may have an impact on the health of the fetus should be postponed according to the doctor's advice, and the relevant physical examination items should be completed after the pregnancy is over. After the physical examination conclusion is qualified, the relevant employment can be processed again. formalities.
The cost of the physical examination will be borne by the Tongshan County Party Committee Talent Office.
If you apply for re-inspection, the applicant shall bear the re-inspection fees.
2. Inspection.
The inspection work is based on the employment standards of having both ability and political integrity and putting morality first, focusing on the candidate's political ideology, moral character, ability and quality, work performance, compliance with laws and regulations, integrity and self-discipline, and whether there is a need for avoidance, etc. If necessary, extended inspections can be conducted on various types of integrity information such as the integrity records of candidates taking national statutory examinations and their practice of socialist core values.
The applicant’s qualifications will also be reviewed during the inspection.
If any circumstances that may affect employment are found during the inspection and are verified to be true, the employment qualification will be cancelled.
3. Supplementary.
For vacancies that occur due to failure in the physical examination or abstention, the unit may, due to work needs, fill in the candidates who participated in the interview in order according to the overall score ranking of the candidates for the position. The candidates for replacement should have the score of the position. The average score of the interviewees shall be reported to the Tongshan County Party Committee Talent Work Leading Group Office and Tongshan County Human Resources and Social Security Bureau for filing.
(7) Announcement and Recruitment
After the physical examination and inspection, the employing unit will collectively study and determine the candidate based on the candidate’s comprehensive performance, physical examination, and inspection situation, and formulate a written report. After approval by the Talent Office of the Shan County Party Committee and filing with the Tongshan County Human Resources and Social Security Bureau, the proposed personnel will be announced on the Tongshan County Government Affairs website, and the announcement time will be no less than 5 working days.
If there is no objection to the announcement, or if there are reported complaints that are found to be untrue, the relevant employment procedures will be completed.
If issues affecting employment are reflected in the announcement and are verified to be true, employment will not be granted.
If the problems reflected in the announcement are difficult to verify at the moment, the employment will be suspended until a decision is made on whether to hire.
3. Management and benefits
(1) Economic benefits
1. Salary benefits.
The salary and benefits of introduced personnel shall be determined according to the salary standards of state agencies and institutions. During the probation period, the salary shall be based on the regular salary standards. Other talent subsidies shall be arranged by the County Finance Bureau.
2. Living allowance.
Based on the monthly salary of 4,000 yuan per person for doctoral candidates and professionals with associate senior professional titles; full-time at "double first-class" first-class university construction universities (category A) or normal colleges directly under the Ministry of Education (for those applying for teaching positions) Master’s students can earn 3,000 yuan per person per month; full-time master’s students from other universities and ordinary full-time undergraduates from “double first-class” first-class university construction universities (category A) can earn 2,000 yuan per person per month; normal colleges directly under the Ministry of Education (applicants for teaching positions ) Undergraduate students will receive a monthly allowance of 1,500 yuan per person for three consecutive years.
3. Settlement expenses.
A one-time settlement allowance of 80,000 yuan will be given to introduced doctoral students and professionals with associate senior professional titles; full-time master’s students and ordinary full-time undergraduates from “double first-class” first-class university construction universities (category A) will be given a one-time settlement allowance of 80,000 yuan. A one-time settlement allowance of 50,000 yuan is provided; undergraduates from normal colleges directly under the Ministry of Education are provided with a one-time settlement allowance of 30,000 yuan; the settlement allowance is paid in two installments (50% will be paid after signing a formal employment contract and 50% will be paid after the probationary period).
4. House purchase subsidy.
For those who introduce talents to purchase their first self-occupied commercial house in Tongshan County and go through the household registration procedures, doctoral candidates and professionals with associate senior professional titles will be given a house purchase subsidy of 200,000 yuan; "double first-class" first-class universities will be built (Category A) or full-time master's students in normal colleges directly under the Ministry of Education (applicants for teaching positions) will receive a house purchase subsidy of 150,000 yuan; full-time master's students in other universities and "double first-class" first-class university construction universities (Category A) will receive a house purchase subsidy of 150,000 yuan Undergraduate students will receive a house purchase subsidy of 100,000 yuan; undergraduates from normal colleges directly under the Ministry of Education (those applying for teaching positions) will receive a house purchase subsidy of 50,000 yuan; the house purchase subsidies will be distributed evenly over five years.

1. The introduced high-level talents who have worked in public institutions for one year and pass the organizational assessment will undergo regularization procedures according to procedures.
Ph.D. students, master's students, and undergraduate students working in management positions in public institutions enjoy the salary benefits of seventh-level staff, eighth-level staff, and management ninth-level staff respectively.
Ph.D. candidates who are engaged in professional and technical work in public institutions and have obtained senior professional titles can be directly hired into professional level 7 positions.
Master’s students who are engaged in professional and technical work in public institutions and have worked for one year and obtained a junior professional title can be directly hired into professional level 11 positions; those who have worked for three years and obtained an intermediate professional title can be directly employed. 2. The talents introduced this time who have excellent doctoral and master's degrees in management positions in public institutions can be hired into management level seven and level eight positions in accordance with relevant policies.
3. The talents introduced this time will be tracked and managed as reserve cadres in the county.
Those with outstanding performance can be sent to the party and government agencies for temporary training and key training; those who meet the relevant regulations on the transfer of civil servants can be transferred to the party and government agencies according to procedures.
(3) Service guarantee
The introduction of talents will be given priority within the scope of the policy in terms of housing, settlement, spouse's work, children's schooling, social security, etc.
(4) Probation period
The introduced talents shall be put on probation for one year, and during the probation period they shall enjoy the salary and benefits of the officially employed personnel of the same rank.
(5) Service period
In principle, the minimum service period for introduced talents is 5 years, and the service period is calculated from the date of employment.
For introduced personnel who leave without consultation during the service period, the corresponding benefits will be canceled and all kinds of talent introduction subsidies will be recovered; during the service period, the contract of civil servants of provincial and above national agencies will be obtained The person who brings in personnel can decide whether to stay or leave at his own discretion, and it will not be regarded as a breach of contract.
