Article 1 In order to strengthen the public security management of the hotel industry, prevent and crack down on illegal and criminal activities, and ensure the safety of hotels and tourists, in accordance with the State Council's "Hotel Industry Public Security Management Measures" (hereinafter referred to as the "Management Measures") and Relevant laws and regulations, combined with the actual conditions of the autonomous region, have formulated these implementation rules. Article 2 All hotels, restaurants, guest houses, guest houses (including guest houses operated by agencies, groups, enterprises and institutions, and the military for external business), offices, purchasing stations, passenger stores, resorts, sanatoriums, Bathrooms, parking lots and other places (hereinafter collectively referred to as the hotel industry), whether state-owned, collectively operated, partnership, individual business, Sino-foreign joint venture, Sino-foreign cooperative operation, foreign independent operation; whether exclusive or part-time operation; whether year-round operation, Whether it is a seasonal operation or not, the relevant provisions of these rules must be followed. Article 3 The following safety conditions must be met when operating a hotel industry:

(1) The building is solidly built, and the hotel operation part and other parts of the comprehensive building must have separate entrances and exits, complying with construction safety requirements;

(2) All entrances, exits, passages, elevators, and stairs should be kept intact and smooth, and the safety, fire-fighting, and sanitation facilities and equipment equipped must comply with relevant national and autonomous region regulations;

(3) Use of underground civil air defense Hotels operated by the project must hold a building safety appraisal certificate issued by the civil air defense department at or above the county (city, district) level, and should have good passages, ventilation and lighting facilities, and have more than two entrances and exits;

(4) Have necessary anti-theft security facilities, including a passenger belongings storage room and a safe for cash and valuables. Large and medium-sized hotels should install alarm devices;

(5) Safe and effective heating equipment should be equipped in winter;

(6) The hotel must be opened in a location close to the production and storage of flammable, explosive, Maintain a safe distance from factories, warehouses and other units containing highly toxic, radioactive and other hazardous materials;

(7) Large and medium-sized hotels with more than 100 beds should set up security agencies and staff security personnel. Article 4 To apply for opening a hotel business, any unit operating shall present a certificate of approval from its competent department; a partnership or individual operation shall present a certificate of approval from the local street or township (town) people's government; submit a written application to the local public security station. Upon review and approval by the county (city, district) public security organ, a "Special Industry License" will be issued. The applicant can start business only after applying for a business license from the local industrial and commercial administration department with this certificate.

For those who do not meet the safety conditions for opening a hotel industry, the public security organs must promptly submit written suggestions for improvement to the applicant unit or individual; if the hotel meets the conditions for opening after improvement, a "Special Industry License" shall be issued. Units and individuals that have not obtained the "Special Industry License" for operating hotels are not allowed to operate hotels. Article 5 After the hotel opens, if there is any closure, change of business, merger, relocation, name change, lease, transfer, contract, etc., the hotel shall promptly report to the local county (city, district) within three days after completing the change registration procedures with the industrial and commercial administrative department. The public security organ shall file the record and handle the corresponding change procedures. Article 6 The hotel industry must go to the local county (city, district) public security bureau to go through the verification procedures for the "Special Industry License" on a regular basis every year. If the verification is not done within the time limit without justifiable reasons or does not meet the safety conditions, it cannot continue to operate the hotel industry. Article 7 Those operating the hotel industry must establish security management systems such as accommodation registration, doormanship, duty, property custody, and situation reporting, and implement various security and security measures under the guidance of the public security organs and in accordance with the principle of "whoever operates the hotel is responsible." Maintain public order in the hotel. Article 8 When a hotel accepts tourists for accommodation, it must register in accordance with the registration requirements required by the public security organs. A special person must be designated for the registration work to carefully check the passenger's resident ID card and other valid documents. The accommodation register will be kept for three years and then destroyed.

Hotels that accept overseas tourists in accordance with the relevant regulations of the autonomous region must submit accommodation registration forms to the local public security organs within 24 hours. Article 9 When staying in a hotel, domestic tourists must present their resident ID card or military ID card. If they do not have the ID card, they must stay in a hotel or room designated by the public security organ. It is strictly prohibited for adult men and women who are not dependents to live in the same room.

Article 10 Overseas tourists must present the following documents to stay in designated hotels:

(1) Foreigners who use valid passports or residence permits to stay in hotels in non-open areas must also present their travel documents at the same time; < /p>

(2) Compatriots from Hong Kong and Macao must present their home-return permit or entry-exit permit for compatriots from Hong Kong and Macao;

(3) Compatriots from Taiwan must present their Mainland Travel Permit for Taiwan Residents;

(4) Chinese citizens who are overseas and return to the country for a short period of time must present a valid People's Republic of China passport, a valid People's Republic of China release permit or other valid entry and exit documents. Article 11: Hotels shall establish a guest registration system. Those who enter hotel rooms to receive guests must obtain the consent of the guests in advance and check their IDs before receiving guests.

If a hotel rents out guest rooms, establishes an office or engages in commercial activities, it must register with the local public security organ. Article 12 The hotel shall designate a dedicated person to be responsible for the safekeeping of property deposited by passengers, and establish a registration, handover and collection system for property safekeeping. Custodians should carefully check the deposited property and report to the public security organs in a timely manner if they find dangerous, prohibited or suspicious items in the deposited property.
