At 7: 00 pm on March 13, Yichang City and our district were identified as "low-risk" areas by the provincial headquarters. At the same time, the Municipal Health and Health Commission reported the Risk Assessment Results of Urban Street Epidemic. According to the relevant requirements at the provincial and municipal levels, in accordance with the principle of "zoning and grading, time division, safety and order" and with the consent of the district headquarters, the relevant matters concerning the management of residential areas, people flow and traffic flow in Xiling area during the "low risk" period are hereby notified as follows:

I. Control principles

Stay alert. At present, our district is still in the stage of Class I response to public health emergencies, so we should be cautious, not paralyzed, not war-weary and not relaxed from beginning to end, and maintain vigilance and prevention and control requirements for the epidemic.

Prevention first. Residents must wear masks when traveling, and do not gather, gather, stay, visit or cross in the community. Insist on sharing meals, rooms and chopsticks, and develop good household and personal hygiene habits.

Graded classification. Seven streets within the jurisdiction are managed with "medium and low" risk levels. Five "low-risk" streets, namely, Xueyuan, Yunji, Xiling, Xiba and Yaowan, will be opened in an orderly manner and flow in a limited time. For two "medium risk" streets: Gezhouba and Ye Mingzhu, the status quo remains unchanged.

Orderly flow. Taking streets and communities as units, differentiated management is implemented, personnel flow within a limited time, and vehicle certificates pass.

Flexible management. On the one hand, the community implements classified management and limited personnel flow. On the other hand, we will continue to maintain the "six invariants": the working mechanism of 1+ 1+N, the hard isolation facilities in the community, the support force of "a team of nine members", the monitoring of card posts in the community, 24-hour duty and street patrol.

Active duty. The staff who were originally immersed in the front line of epidemic prevention and control in communities and communities have been transformed into people's livelihood service support forces on the spot, and the service standards have not dropped and the intensity has not diminished. For groups with special difficulties, we will continue to provide procurement and distribution services.

Ensure stability. Maintain the level I response to the prevention and control requirements, implement the strategy of "non-proliferation, anti-import and anti-export", strengthen the tracking management of personnel flow, realize the goal of "controlling communities, controlling streets and stabilizing society" and achieve "clean communities and clean society".

Two, on the classification management of 326 communities belonging to five "low-risk" streets.

There are 242 "epidemic-free" communities, which are managed in the same way. The list is attached.

Three, the five or so "low-risk" streets of community personnel for limited flow management.

Personnel from 242 "epidemic-free" communities are allowed to pass through with "health code" from 7: 00 am to 0: 00 pm 10:00. When entering and leaving the community, strictly register at the community card post, measure the body temperature and check my "green code".

People in 84 "epidemic" communities: "one household, one card, one yard" is implemented, and the passage time is from 9: 00 am to 6:00 pm. Taking the family as a unit, the street community will issue the "Access Card for People's Livelihood in the Epidemic Community in the Low Risk Period". Each household can have a "health code+people's livelihood access card" for one person every day, and enter and leave the community in an orderly manner after community inspection.

Fourth, on the management of traffic flow in residential areas.

Maintain the management of the existing pass by the municipal headquarters unchanged. Vehicles with certificates can enter and leave the community. Vehicles without license plates are not allowed to move.

Seven, about the control of street shops.

Shangchao and other stores approved by the municipal and district commercial departments are listed for operation, and the business hours are from 9: 00 am to 5:00 pm. Operators beyond the store, should strictly implement the main responsibility of epidemic prevention and control. Other shops are still closed.
