Beijing: Hotels are not allowed to refuse people with red and yellow codes or pop-ups to stay.

The new edition of "Guidelines for the Prevention and Control of Hotels in Beijing during the COVID-19 Epidemic" formulated by the Beijing Municipal Bureau of Culture and Tourism was released yesterday. The guidelines clearly state that in order to prevent the epidemic risk personnel with abnormal health code of Beijing Health Bao from spreading the epidemic risk to the society, the hotel, as a special public place with accommodation function, shall not refuse the entry and check-in of epidemic risk personnel with abnormal health code such as red team and yellow code, and shall not restrict the pop-up window.

Hotels should give priority to setting up temporary resettlement rooms with independent bathrooms on the first floor or in relatively independent areas. If there are abnormal health codes such as red team, yellow code or pop-up window restriction among new check-in personnel and already-checked-in personnel, the hotel should quickly arrange people at risk of epidemic situation in temporary resettlement rooms, or use their current rooms as temporary resettlement rooms. Before the finishing, investigation and disposal work is completed, the persons with abnormal health codes involved in the epidemic should be strictly one-to-one and not allowed to leave the house (door).

Employees in the hotel who are responsible for inspection and providing services to people involved in epidemic risk should do personal protection, wear N95 or KN95 masks and disposable gloves, and keep a distance of more than 2 meters. If the risk personnel involved in the epidemic leave the temporary resettlement house in violation of regulations, resulting in risk spillover and epidemic spread, the legal responsibilities of the hotels and risk personnel involved shall be investigated according to law.

The hotel should immediately report to the local CDC that new applicants and people who have already checked in are at risk of epidemic situation. The local CDC will promptly transfer relevant epidemic-related risk personnel to centralized isolation points and implement centralized isolation control measures according to regulations. For pop-up window restrictions with epidemic risk, the hotel will conduct classified verification, distinguish the situation and make classified policies.
