Li Bing (born and died in unknown place) was a famous expert in water conservancy engineering during the Warring States Period. From 256 BC to 25 BC1year, he was appointed as the magistrate of Shu County (now Chengdu) by Zhao Haoqi, king of Qin. During this period, he recruited migrant workers to set up many water conservancy projects in the Minjiang River basin, among which Dujiangyan water conservancy project co-chaired by him and his son is the most famous. For thousands of years, this project has laid a solid foundation for Chengdu Plain to become a land of abundance. In memory of Li Bing and his son, the Erwang Temple was built in Dujiangyan. Dujiangyan has become a famous scenic spot.

Before the Spring and Autumn Period, this land belonged to Zhou, who distributed it to the princes, heroes and nobles of the previous generation. Sealed people can enjoy it from generation to generation, but they can't transfer it or buy it, and they have to pay a certain membership fee regularly. During the Spring and Autumn Period, the appearance of iron tools and cattle improved productivity and reclaimed a large number of wasteland. The vassal States objectively recognized the private ownership of land. During the Warring States Period, Shang Yang of Qin Dynasty reformed the law, explicitly abandoned the mining field, recognized the private ownership of land, and allowed to buy and sell land. As a result, abandoned mining fields, the expansion of cultivated land and the emergence of private landlord class appeared in rural areas.
