Wan Yong Notes was written by Xue Fucheng (1838- 1894), a native of Wuxi, Jiangsu Province, who was a deputy director. In the fourth year of Tongzhi (1865), he wrote to Zeng Guofan, suggesting reforming the imperial examination, cutting green camp, learning western science and technology, and then entering the Zeng shogunate.
