Why are some hotels unwilling to issue special VAT invoices?

It's not that I don't want to open it, but that the competent national tax authorities are strict about opening special invoices.

According to the internal regulations of the national tax system, taxpayers can't buy more than 25 special tickets at a time, and the limit of a single ticket can't exceed 10000 yuan. However, the quantity and limit of general VAT tickets are loosely controlled. Therefore, in order to save trouble, taxpayers are only willing to open ordinary VAT invoices and try to open fewer special VAT invoices.
