In order to do a good job in the qualification identification of primary and secondary school teachers in Longling County in 2020, according to the Regulations on Teacher Qualification, the Notice of the Ministry of Education on Printing and Distributing the Interim Measures for the Qualification Examination of Primary and Secondary School Teachers and the Interim Measures for the Regular Registration of Primary and Secondary School Teachers (Teacher [2013] No.9), the announcement on the qualification identification of primary and secondary school teachers in Yunnan Province in 2020 and the announcement on the qualification identification of primary and secondary school teachers in Baoshan City in 2020. In accordance with the requirements of the Notice of the Guidance Center of the Ministry of Education on Doing a Good Job in the Implementation of the Teacher Qualification System in 2020 (J.Z.Zi. [2020]1No.), relevant matters are hereby notified as follows:

First, the qualifications of teachers

(1) Applicant

1. Social personnel (including on-the-job and unemployed) with household registration in Longling County.

2. Persons registered outside the county who hold the "Yunnan Residence Permit" issued by the public security organ of Longling County and are within the validity period.

3. Hong Kong, Macao and Taiwan residents who hold the residence permit issued by the public security organ of Longling County and are within the validity period may apply for recognition in Longling County; Mainland travel permit for taiwan residents, who holds a permit for Hong Kong and Macao residents to travel to and from the mainland and is valid for five years, and participates in the qualification examination for primary and secondary school teachers in Baoshan City and obtains a qualified certificate within the validity period, shall apply for recognition at the place where the examination is held; The above-mentioned Hong Kong, Macao and Taiwan residents must submit proof of no criminal record when applying for recognition, and other conditions, procedures and submission materials are the same as those of the applicants in this county.

4. Soldiers and armed police of Longling troops;

(3) Having the corresponding academic qualifications as stipulated in the Teachers Law, as follows:

1. To apply for kindergarten teacher qualification, you should have graduated from kindergarten normal school or above;

To apply for the qualification of primary school teachers, one should have graduated from a secondary normal school or above;

3. To apply for the qualification of junior middle school teachers (including teachers of culture and professional courses in junior vocational schools), you should have graduated from normal colleges or other universities and above;

4. To apply for the qualifications of senior middle school teachers and secondary vocational school teachers (including secondary specialized schools, technical schools, vocational high school culture courses and professional courses teachers), you should have a bachelor's degree or above from a normal university or other universities;

5. Those who apply for the qualification of internship instructor in secondary vocational schools should have graduated from secondary vocational schools or above, and have professional and technical positions above assistant engineer or technical level of intermediate and above workers.

(four) the level of Putonghua has reached the second-class B or above standard of the Standard of Putonghua Level Test promulgated by the State Language Committee.

(five) through the primary and secondary school teacher qualification examination, written examination and interview are qualified, and obtained the "primary and secondary school teacher qualification examination certificate" issued by the examination center of the Ministry of Education (within the prescribed period of validity).

(six) to meet the needs of education and teaching, with good physical quality. The applicant is in accordance with the requirements of the Notice of the Guidance Center for Teacher Qualification Accreditation of the Ministry of Education on Adjusting the Physical Examination Standards of Applicants for Kindergarten Teacher Qualification Accreditation (J.Z. Zi [2065 438+00] 15), the Notice of the Ministry of Education and the Ministry of Health of Ministry of Human Resources and Social Security on Further Regulating the Physical Examination Items for Enrollment and Employment (Ministry of Human Resources and Social Security Fa 12) and the Physical Examination Measures for Applicants for Teacher Qualification in Yunnan Province.

(7) Normal graduates who entered school before 20 16 (including 20 16) in Yunnan Province may apply for direct recognition if they meet the following conditions:

1. Full-time normal college students and full-time master of education can apply for the teacher qualification of the same subject as professors in this major;

2. Normal graduates with full-time pre-school education and master's degree in education in colleges and universities can apply for the qualification of kindergarten teachers;

3. Normal graduates majoring in full-time primary education, undergraduates of ordinary colleges and universities, and masters of education can apply for the qualification of primary school teachers;

Other circumstances shall be implemented in accordance with the policy of non-normal education professionals applying for teacher qualifications.

Second, certification bodies.

(a) the qualifications of kindergarten, primary school and junior high school teachers are recognized by Longling County Education and Sports Bureau;

(2) The qualifications of senior middle school teachers, secondary vocational school teachers and practice instructors in secondary vocational schools shall be recognized by the education administrative department of the people's government at the state (city) level where the applicant's domicile, residence or school is located, that is, Baoshan Municipal Education and Sports Bureau (special note: the recognition scope published by official website, the accreditation institution applied by the applicant, shall prevail, and the corresponding accreditation institution shall be selected according to the recognition scope when applying online).

Third, the registration process

Autumn: September 9:00 1 1 to September 30 17: 00 (in case of policy adjustment, notice will be given separately).

3. The applicant shall, in accordance with the corresponding academic requirements for teacher qualifications, determine the category of teacher qualifications he applies for. Applicants who pass the qualification examination for primary and secondary school teachers must make sure that the teaching subjects must be the same as the majors they apply for.

4. The applicant should fill in the application information truthfully and completely according to the prompt of the online newspaper system, and upload the recent bareheaded 1 inch electronic photo (format: JPG/JPEG, with color white background, no more than 200K, the same version as the photo pasted on the qualification certificate).

Since 2020, the online newspaper system has opened the real-name verification function of personal information, requiring applicants to fill in personal information accurately. If the real name verification fails, it cannot be declared (for details of real name verification, please refer to Article 4 of "Frequently Asked Questions" of China Teacher Qualification Network).

(2) On-site confirmation

1. Site confirmation time

2. On-site confirmation point

If the household registration and residence are in Longling County, and the applicant applies for the qualifications of senior middle school teachers, secondary vocational school teachers, secondary vocational school internship guidance teachers, kindergarten teachers, primary school teachers and junior high school teachers, the on-site confirmation point is located in the Personnel Unit of Longling County Education and Sports Bureau.

3. Materials that the applicant needs to submit.

(1) Original second-generation ID card (within the validity period).

(2) the original academic certificate. Hong Kong, Macao and Taiwan academic degrees should also be submitted to the original certificate of Hong Kong, Macao and Taiwan academic degrees issued by the study abroad service center of the Ministry of Education, and the original certificate of foreign academic degrees issued by the study abroad service center of the Ministry of Education should also be submitted.

In the process of material review, for the academic qualifications that cannot be directly compared and verified by the online newspaper system (except the academic qualifications of secondary vocational schools), the applicant must submit the China Higher Education Certification Report (applied online at Xuexin.com), otherwise it will be regarded as unqualified academic qualifications and will not be accepted. Applicants are advised to verify their academic qualifications in Xue Xin. If it cannot be verified, please apply for a certification report in time.

(3) The original "Physical Examination Form for Applicants of Teacher Qualification in Yunnan Province" (see Annex 2).

For those who apply for the qualifications of senior middle school teachers, secondary vocational school teachers and practical guidance teachers in secondary vocational schools, the Physical Examination Form for Applicants with Teacher Qualification in Yunnan Province shall be collected by the Municipal Education and Sports Bureau at the designated hospital, and the applicant does not need to provide it when confirming on the spot.

Specific arrangements for physical examination:

Social personnel applicants who apply for the qualifications of teachers in senior middle schools, teachers in secondary vocational schools, and internship instructors in secondary vocational schools hold the Physical Examination Form for Teachers' Qualification Applicants in Yunnan Province (see Annex 2). The applicants will be recognized in spring from June 8, 2020 to 12, and in autumn from September 28 to 30, 2020. At 8:30 a.m., register for physical examination at the Physical Examination Center of the Second People's Hospital of Baoshan City (Address: No.218, Xiao Chun Community, Longyang District, Baoshan City, diagonally opposite to Jiutian Furniture, and about 100m up from Leehom Hotel), and pay for yourself. After the physical examination, the Physical Examination Form for Applicants for Teacher Qualification in Yunnan Province was kept by the Physical Examination Center of Baoshan Second People's Hospital. After the physical examination results came out, the staff of the appraisal institution was present.

Applicants who apply for the qualifications of kindergarten teachers, primary school teachers and junior high school teachers will go to Longling County People's Hospital for physical examination from June 8, 2020 to the spring of 12 and from September 28 to 30, 2020 at 8:30 am, and paste their photos. After the physical examination, the Physical Examination Form for Applicants with Teacher Qualification in Yunnan Province is kept by the Physical Examination Department of Longling County People's Hospital. After the physical examination results come out, the staff of the accreditation institution will collect them from the physical examination hospital.

Matters related to the X-ray chest film taken by the applicant during pregnancy are specifically handled as follows:

(1) If the applicant is pregnant, provide the relevant pregnancy certificate to the hospital, which can be exempted from chest X-ray examination;

② If you are suspected of being pregnant, you can go to the hospital for examination. If you are pregnant, you can dispense with the chest X-ray examination.

③ Chest X-ray examination is not exempted during pregnancy and lactation.

(4) The original certificate of Putonghua proficiency test level.

(5) Qualification certificate of primary and secondary school teachers (printed by the applicant on China Education Examination Network ()).

(6) Recent bareheaded color white background photo 1 inch (the same as the photo uploaded by the online newspaper, with name and ID number on the back of the photo).

(7) Household registration certificate or residence certificate: if you apply for identification at the place where the household registration is located, submit the original household registration book or collective household registration certificate; Apply for recognition in the place of residence, and submit the original valid residence permit; Apply for accreditation at the school location and submit the original student ID card with complete registration information; Servicemen and armed police stationed in Bulgaria shall provide personnel relations certificates issued by their subordinate units or units.

(eight) to apply for the qualification category of internship instructor in secondary vocational schools, in addition to providing the above information, it should also provide the equivalent of assistant engineer and above professional title certificate or intermediate and above workers' technical level qualification certificate.

(9) Applicants who graduated from full-time normal education in or before 2016 must also provide complete transcripts including pedagogy and educational psychology, as well as the original educational practice appraisal form.

Note: When applying for teacher qualification, if the required materials have been verified by electronic information in the online newspaper system, the applicant will no longer submit paper materials. The paper materials referred to here include the academic certificate, the national examination certificate, the original and photocopy of the Putonghua proficiency test certificate, etc. For materials that have not passed the verification and cannot be verified by other systems temporarily, the originals and copies of relevant certificates shall be provided.

(3) Identification and obtaining certificates

After completing the on-site confirmation audit, our county will make a conclusion according to the audit situation, and issue teacher qualification certificates to applicants who meet the accreditation conditions (those who apply for kindergarten, primary school and junior high school teacher qualifications in Longling County). In Longling County, those who apply for senior middle school teacher qualification, secondary vocational school teacher qualification, kindergarten teacher qualification, primary school teacher qualification and junior high school teacher qualification will be notified by telephone when they receive the certificate.

Four. any other business

(a) the applicant must go through the online declaration and on-site audit procedures in accordance with the prescribed time, place and requirements. (2) Applicants who have obtained the teacher qualification should do their own protection work according to the requirements of epidemic prevention and control, and wear masks in crowded places.

(3) The applicant shall truthfully submit the relevant materials, and those who deliberately cheat teachers' qualifications through fraud will be punished according to the relevant provisions of the state.
