Legal analysis: failure to pay the bill after consumption is a breach of contract and should be prosecuted in court. No matter what kind of goods are consumed, the two sides have reached an agreement at the time of consumption. If they only consume and don't buy, it constitutes a breach of contract, and they need to bear the responsibility of continuing to perform the contents of the agreement, usually by paying the consumption money.

Legal basis: Article 577 of the Civil Code of People's Republic of China (PRC). If one party fails to perform its contractual obligations or fails to meet the contract obligations, it shall bear the liabilities for breach of contract such as continuing to perform, taking remedial measures or compensating for losses.
