Regulations of Fuzhou Municipality on Voluntary Service

Chapter I General Provisions Article 1 In order to encourage and standardize voluntary service activities, advocate the spirit of dedication, friendship, mutual assistance and progress, safeguard the legitimate rights and interests of volunteers and voluntary service organizations, and promote the development of voluntary service, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to voluntary service activities within the administrative area of this Municipality. Article 3 The term "voluntary service" as mentioned in these Regulations refers to the public welfare behavior of voluntarily donating time, intelligence, physical strength and skills to help others and serve the society without the purpose of obtaining remuneration.

The term "voluntary service organizations" as mentioned in these Regulations refers to non-profit social organizations registered according to law and engaged in voluntary service activities.

The term "volunteer" as mentioned in these Regulations refers to a natural person who is registered or engaged in voluntary service. Article 4 Voluntary service activities shall follow the principles of voluntariness, equality, free of charge and mutual assistance. Article 5 The people's governments of cities and counties (cities, districts) shall incorporate voluntary service into the national economic and social development plan, and support, guide and promote the development of voluntary service. Sixth city and county (city, district) spiritual civilization construction guidance institutions responsible for guiding and coordinating the voluntary service work within their respective administrative areas.

The civil affairs department is responsible for the registration of volunteer service organizations and the standardization of volunteer service records, and implements a unified registration system for volunteers in conjunction with relevant departments. Public security, industry and commerce, human resources and social security, urban management and other departments shall provide support and guarantee for voluntary service activities within the scope of their respective duties.

Trade unions, the Communist Youth League, women's federations and other units shall, within the scope of their respective duties, guide the development of voluntary service activities. Seventh city and county (city, district) volunteer federation is a joint volunteer organization composed of various volunteer service organizations and individuals, and should strengthen the self-discipline management of its members and safeguard the legitimate rights and interests of volunteer service organizations and volunteers. Article 8 All units and individuals shall respect volunteers and voluntary service organizations, and shall not hinder or interfere with voluntary service activities. Article 9 State organs, enterprises and institutions, social organizations and other organizations shall publicize the spirit of voluntary service and encourage and support voluntary service activities.

News media such as radio, television, newspapers and the Internet should publicize the public welfare of voluntary service activities, raise citizens' awareness of voluntary service, and promote the extensive and in-depth development of voluntary service activities.

Encourage the spirit of voluntary service to be incorporated into civic conventions, village rules and regulations, industry norms and student codes. Chapter II Voluntary Service Organizations Article 10 An application for the establishment of a voluntary service organization shall be registered with the civil affairs department according to law.

The civil affairs department shall disclose the basic information of voluntary service organizations registered and established in accordance with the law. Eleventh volunteer service organizations shall organize volunteers to carry out volunteer service activities in accordance with the articles of association. Twelfth voluntary service organizations shall perform the following duties:

(1) Formulating various systems of voluntary service;

(2) Recruitment, registration, training, assessment and reward of volunteers;

(3) Organizing and implementing voluntary service activities;

(four) to carry out volunteer service records, truthfully record the time, content and quality of volunteer service;

(five) the establishment of volunteer service files, and according to the application of volunteers, truthfully issue relevant certificates;

(six) to carry out publicity, cooperation and exchange activities of voluntary service;

(seven) to provide necessary help to volunteers and safeguard their legitimate rights and interests;

(eight) volunteers to participate in voluntary service activities, due to force majeure or third-party reasons, to give appropriate compensation or assist in the recovery from the third party according to law;

(nine) other duties stipulated in the articles of association of voluntary service organizations.

Voluntary service organizations shall publicize their service scope, specific responsibilities and contact information through appropriate means. Thirteenth volunteer service organizations shall issue volunteer cards to registered volunteers. Article 14 A voluntary service organization shall keep the personal information of volunteers confidential and shall not disclose it or provide it to a third party without the volunteers' consent. Fifteenth voluntary service organizations shall raise, use and manage the funds and materials for voluntary service activities according to law. A system of receiving, registering and managing the raised funds and materials shall be established, and the use shall be made public. The disposal and use of donated money and materials shall respect the wishes of the donors and inform them of their purposes.

Voluntary service funds should set up a special account for special purposes. Sixteenth volunteer service organizations shall arrange volunteers to participate in volunteer service activities, which shall be compatible with the age, health status and other conditions of volunteers and the knowledge and skills required for volunteer service projects, and shall not arrange volunteers to engage in volunteer service activities beyond their own capabilities. Chapter III Volunteers Article 17 Volunteers engaged in voluntary service activities shall have corresponding capacity for civil conduct.

A person with limited capacity for civil conduct may, with the consent of his guardian, participate in voluntary service activities appropriate to his age and intellectual status. Eighteenth volunteers enjoy the following rights:

(a) Voluntary participation in or withdrawal from voluntary service organizations;

(two) choose to participate in voluntary service activities;

(three) to obtain true, accurate and complete information about voluntary service activities;

(four) to obtain the necessary material conditions and guarantees for engaging in voluntary service activities;

(five) to obtain the knowledge and skills training required for voluntary service;

(six) to make suggestions on voluntary service activities and supervise voluntary service organizations;

(seven) when they encounter difficulties, give priority to voluntary service;

(eight) other rights stipulated by laws and regulations.
