How about Shuxin Hotel?
I originally stayed at the Wanbao Hotel, which was too bad, so I changed to Shuxin. Generally speaking, it was okay. Although the price/performance ratio was average, the bed and hygiene were good, and the bathroom was the best I encountered among three stars during my stay in Tibet. The best (although the bathroom doors in both rooms were broken...but at least the water was big and hot, the toilet was ok, and there was a hair dryer). Even if you get up early in the morning, you can prepare dinner and the service is good. Traveling to Tibet in summer really challenges people's bottom line for hotels. Overall, this hotel is good and I can recommend it.
