The outline points out that the South Anhui International Cultural Tourism Demonstration Zone will strive to create a "one circle and two belts" cultural tourism development pattern in the future. "One circle" refers to the ancient Huizhou cultural tourism development circle, which fully displays the historical and cultural charm of Xin 'an Neo-Confucianism, Xin 'an Medicine, Xin 'an Painting School, Huizhou Architecture, Huizhou Merchants Culture, Four Treasures of the Study, Huizhou Cuisine and Huizhou Tea. The two belts refer to the "three mountains and three lakes" landscape tourism development belt and the cultural tourism development belt of Wanjiang City. The centralized treatment rate of urban sewage reaches 90%, the forest coverage rate reaches 5 1%, and the excellent air quality rate in the core area reaches 80%. The Outline encourages the vigorous development of the non-public sector of the economy, giving full play to the basic role of the market mechanism in allocating resources, supporting the establishment of equity and property rights trading institutions with culture, tourism and ecology as the main contents, setting up an international cultural tourism industry investment fund in southern Anhui, encouraging powerful central enterprises to set up large-scale industrial funds in demonstration areas around cultural tourism, ecological construction and environmental protection, public services and infrastructure, and studying the establishment of branches with tourism cultural characteristics to provide professional financial services.

In terms of land policy, the outline supports the pilot project of paid use and transfer of rural residential land, supports the agreed use and control of use conditions for projects that do not change the nature of agricultural land, and gives rural collective economic organizations and farmers reasonable compensation to obtain land.

In addition, the Outline allows the demonstration area to standardize the construction of cultural tourism projects such as theme parks in combination with the characteristics of resources. Transportation, build a comprehensive transportation network system and build multiple airports.

To create a new business card in line with international standards, transportation is the key link. The outline proposes to speed up the construction of intercity railways, ordinary railways, provincial highways, tourist trunk lines, rural highways, expressway, transportation hubs and scenic spots in the region. The express railway will connect all provincial cities, the ordinary railway will cover towns with a population of more than 200,000, all county towns will be connected with high-grade highways, and the key tourist towns will basically be connected with four-grade and above highways.

The outline proposes to build Wuhu (Xuancheng) Airport, relocate Anqing Airport, upgrade Huangshan Airport and build general airports such as Maanshan, Yuexi, Ningguo, Jingxian, Wuwei, Wuhu and Jiuhuashan.
