103rd the meaning of the following terms in these Provisions:

(a) the identity certificate refers to:

1. The identity certificate of a resident is a resident ID card or a temporary resident ID card. The identity certificates submitted by mainland residents living outside their residences in accordance with the provisions of Articles 19, 21, 22 and 83 are the Resident Identity Card or the Temporary Resident Identity Card and the residence certificate issued by the public security organ;

2. The identity certificate of active servicemen (including armed police) is a resident identity card or a temporary resident identity card. Before applying for a resident identity card, it is a valid military identity document such as a military officer's card, a civilian cadre's card, a soldier's card, a discharge certificate issued by a unit at or above the regimental level;

3. The identity certificates of residents of Hong Kong and Macao Special Administrative Regions refer to the passes for residents of Hong Kong and Macao to and from the Mainland held by them at the time of entry, or the travel permit of the People's Republic of China issued by the Ministry of Foreign Affairs, the identity cards of residents of Hong Kong and Macao Special Administrative Regions and the certificate of accommodation registration issued by the public security organs;

4. The resident ID card of Taiwan Province Province is a mainland travel permit for taiwan residents with a validity period of five years issued by the public security organ, or a travel permit of the People's Republic of China issued by the Ministry of Foreign Affairs and an accommodation registration certificate issued by the public security organ;

5. The identity certificate of overseas Chinese is the passport of the People's Republic of China and the accommodation registration certificate issued by the public security organ;

6. The identity certificate of a foreigner is his passport or other travel documents at the time of entry, a valid visa with a residence (stop) period of more than three months, or a certificate of stay and residence, and a certificate of accommodation registration issued by the public security organ;

7. The identity certificates of foreign embassies and consulates in China personnel and personnel of representative offices of international organizations in China are valid identity documents issued by the Ministry of Foreign Affairs.
