The Inquiry Law points out that according to the general rules and basic courtesy of using public roads, businesses or individuals are not allowed to close or restrict public roads at will unless there are legal reasons or special permission. Public roads and sidewalks should be open to the public, and it is not allowed to close the door without authorization to block the passage of others.
