According to historical records, although the Liu Xiu brothers and sisters living in Baishui Village, Choling, belonged to the royal family, they were actually commoners due to the alienation of their direct line of succession. After Wang Mang usurped the throne, all the Liu family members were dismissed from office because of his hatred for the Liu family. After Liu Xiu's uncle Liu Liang, the magistrate of Xiao County, was dismissed, he also returned to Baishui Village, Chongling, to work in farming. Liu Xiu hated Wang Mang very much and wanted to restore the Liu family to the Han Dynasty.

Wang Mang's ancient restructuring harmed the interests of the nobility and increased the tax burden on farmers and merchants. Coupled with successive years of natural disasters, the people were in dire straits, leading to chaos in the world, and various places rose up to resist Wang Mang's tyranny. At this time, Liu Xiu was implicated because his guests were stealing, so he "avoided officials and sold rice to Wan." Under this situation, Liu Xiu, who was "28 years old", believed that the time had come to launch an army to rebel against the Han Dynasty. In November of the third year of Emperor Dihuang (AD 22), "Guangwu Sui (Congwan) returned the guests to Chung Ling", and together with his eldest brother Liu Yan, they began to "Chung Ling raised troops." Brothers Liu Yan and Liu Xiu mobilized "seven to eight thousand people from Chung Ling", among whom Liu Xiu's uncle Liu Liang, second brother Liu Zhong, Liu Xiu's clan brother Liu Ci and brother Liu Zhi, the legitimate son of Chung Ling Hou, "lead the army" "Deng Chen from Xinye also led the guests to meet at Chongling. This rebel army was called the "Chunling Army" in history because it raised troops in Chongling, and because its slogan was to revive the Han Dynasty, it was also called the "Han Army". Although Liu Xiu was not the main leader of the uprising at that time, he played an important role in organizing and launching the uprising.

In 25 AD, Liu Xiu proclaimed himself emperor and reestablished the Han government, which was known as the Eastern Han Dynasty in history.

After Liu Xiu pacified the world, he promulgated and implemented a series of policies and measures that benefited the country and the people, enriched the country and strengthened the army, putting the country on the road to "rejuvenation". Even when he was dealing with many things, he never forgot his hometown and was deeply attached to his hometown. According to historical records, Liu Xiu returned to his hometown of Zaoyang five times during his 32-year reign. In Zaoyang, Liu Xiu worshiped his ancestors many times and visited and entertained his tribesmen and fellow villagers to express his nostalgia.

While returning to his hometown in glory, Liu Xiu also gave many gifts to his hometown. First, he upgraded the administrative division of his hometown. When Liu Xiu had eliminated the main separatist forces and the unification of the country was a foregone conclusion, in the sixth year of Jianwu (30 AD), he issued an edict to upgrade his hometown Chongling Township to Zhangling County using the name of his ancestral mausoleum Zhangling; secondly, he implemented special preferential policies for Zhangling County. In the spring of the sixth year of Jianwu, Liu Xiu issued an edict exempting Zhang Ling's land rent and various servants. Liu Xiu not only cared for his hometown of Zaoyang, but also had deep affection for the place where he was born and grew up. According to historical records, Liu Xiu issued three edicts to exempt Jiyang County, where he was born, from the county's corvee service for eight years; and twice issued two edicts to exempt the entire county's land rent from two years of farm rent and one year's corvee service to Nanton County, where he grew up as a child. . The traditional virtues of the Mingjun Liu Xiu, who loves his hometown, is attached to his hometown, and repays kindness, have been passed down to this day in his hometown of Zaoyang, and will be carried forward from generation to generation.
