Is the energy-saving lamp broken harmful?

Energy-saving lamps contain a small amount of toxic substance mercury, which must be harmful if broken. Most directly, mercury may be inhaled after evaporation. But the mercury content of energy-saving lamps is very low, what's more, many energy-saving lamps use fixed mercury, and the evaporation is very small.
