Measures of Leshan Municipality on the Administration of City Appearance and Environmental Sanitation

Chapter I General Provisions Article 1 In order to strengthen the management of city appearance and environmental sanitation, create and maintain a clean, beautiful, civilized and livable city environment, and promote the construction of ecological civilization in this city, these measures are formulated in accordance with the provisions of the Regulations of the State Council on the Management of City Appearance and Environmental Sanitation, the Regulations of Sichuan Province on the Comprehensive Management of Urban and Rural Environment and relevant laws and regulations, and in combination with the actual situation of Leshan City. Article 2 These Measures shall apply to the city appearance and environmental sanitation management activities in urban built-up areas and other areas where urbanization management is implemented within the administrative area of Leshan City.

The specific scope of the urbanization management area shall be delineated and announced by the people's governments of cities and counties (cities, districts). Article 3 The management of city appearance and environmental sanitation shall adhere to the principles of unified leadership, graded responsibility, territorial management, departmental cooperation, public participation and social supervision. Article 4 The people's governments of cities and counties (cities, districts) shall strengthen their leadership over the work of city appearance and environmental sanitation, incorporate the work of city appearance and environmental sanitation into the national economic and social development plan, make overall plans to promote the classification of domestic garbage, strengthen the construction of city appearance and environmental sanitation infrastructure, and improve the management system of city appearance and environmental sanitation. Establish and improve the linkage and information sharing mechanism of city appearance and environmental sanitation, implement grid management, and improve the level of city appearance and environmental sanitation management and public safety.

City, county (city, district) people's government administrative department of city appearance and environmental sanitation is responsible for the administrative area of city appearance and environmental sanitation management.

City and county (city, district) people's governments shall establish and improve the cooperative linkage mechanism of comprehensive law enforcement of city appearance and environmental sanitation. Administrative departments in charge of housing and urban construction, urban management, development and reform, ecological environment, natural resources, public security, transportation, health, market supervision, water affairs, commerce, culture, radio, film and television tourism, forestry and gardens, and finance. Should be in accordance with the statutory duties, do a good job in the management of city appearance and environmental sanitation.

Township (town) people's governments and sub-district offices are responsible for the specific work of city appearance and environmental sanitation management within their respective jurisdictions, guide and urge village (neighborhood) committees, communities and relevant units to make overall plans to promote the classification of domestic waste within their respective jurisdictions, implement the "three guarantees in front of the door" and "four self-care in the hospital", and promptly stop, report and assist relevant departments to deal with it according to law if damage is found.

Village (neighborhood) committees shall assist township (town) people's governments and neighborhood offices in the management of city appearance and environmental sanitation, organize village (neighborhood) people to formulate village rules and regulations for maintaining city appearance and environmental sanitation, and actively participate in the comprehensive management of city appearance and environmental sanitation. Article 5 The people's governments of cities and counties (cities, districts) and their organs, organizations, enterprises and institutions, communities and village (neighborhood) committees shall strengthen the publicity, education and popularization of city appearance and environmental sanitation and the classification of domestic garbage, enhance citizens' awareness of civilization, and create a good atmosphere for maintaining city appearance and environmental sanitation.

Operators or managers of public places such as shopping malls, stations and tourist attractions shall actively cooperate with relevant administrative departments to do a good job in publicity and education of city appearance and environmental sanitation.

Radio, television, newspapers, websites and other media should arrange publicity content of city appearance and environmental sanitation, and conduct public opinion supervision on acts that violate the regulations on city appearance and environmental sanitation management.

Kindergartens, primary and secondary schools, secondary vocational schools and institutions of higher learning should carry out publicity and education on the classification of domestic waste.

Encourage public welfare actions and voluntary behaviors of city appearance and environmental sanitation, and create a clean, civilized and livable urban environment. Article 6 All units and individuals have the right to enjoy a clean, beautiful and civilized urban environment and the obligation to maintain and participate in the comprehensive management of city appearance and environmental sanitation, and have the right to persuade, stop or report acts that damage or destroy city appearance and environmental sanitation.

Any unit or individual shall abide by social ethics, respect the work of city appearance and environmental sanitation staff, and shall not hinder or obstruct the work of city appearance and environmental sanitation staff. Seventh to strengthen the construction of social credit system, establish and improve the city appearance, environmental sanitation and trustworthiness joint incentive and dishonesty joint punishment mechanism, improve social integrity awareness and credit level.

Units and individuals that have made outstanding achievements in the work of city appearance and environmental sanitation shall be commended (commended) and rewarded in accordance with relevant state regulations. Chapter II System of Area of Responsibility Article 8 The system of area of responsibility shall be implemented in the administration of city appearance and environmental sanitation.

The responsible person should be clearly defined in the responsible area. The township (town) people's government and sub-district offices shall clarify the specific scope and responsibility requirements of the responsible area with the responsible person, and supervise and guide the implementation.

The competent department of city appearance and environmental sanitation shall establish an evaluation mechanism for the area of responsibility, regularly organize the evaluation and inspection of the area of responsibility, urge those responsible to fulfill their obligations according to law, and encourage the public to participate in supervision and management. Article 9 The division of responsibility areas and the determination of responsible persons shall meet the following requirements:

(1) The residential areas entrusted by the realty service enterprises or other managers shall be in charge of the realty service enterprises or other managers, and the owners or actual users shall be responsible for the residential areas without realty management;

(2) The planning area within the red line of land used by organs, organizations, schools, enterprises and institutions shall be the responsibility of the unit;

(three) scenic spots, tourist attractions, roads, railways, airports, stations, ports, docks and their facilities, by the management unit;

(four) rivers, lakes, reservoirs (ponds), artificial channels, hydraulic structures, by the use, operation or management units responsible;

(5) The public areas in economic development zones, industrial parks and independent industrial and mining zones shall be managed by park management units;

(VI) Parks, wetlands, green spaces, shopping malls, hospitals, hotels, hotels, cultural and entertainment venues, stadiums, bazaars, shops, temporary stalls, car washing stations, gas stations and other places shall be the responsibility of the property owners or business management units;

(7) The construction unit is responsible for the construction site, the owner is responsible for the land to be built, the construction unit is responsible for the construction projects that have completed the construction but have not yet gone through the project acceptance procedures, and the construction land that has been incorporated into the state-owned land reserve is responsible for the storage unit;

(8) The Township People's Government shall be responsible for the roads, bridges, public squares, public waters and other public areas in the town.

If the responsible area or person is not clear, it shall be determined by the local township (town) people's government and sub-district office; Cross county (city, district), determined by the municipal administrative department of city appearance and environmental sanitation.
