1. Land Investigation and Risk Assessment Where a local people's government at or above the county level intends to apply for land expropriation, it shall investigate the current situation of the land to be expropriated and assess the risk of social stability. Land survey is generally conducted by the competent department of natural resources of the people's government at or above the county level in conjunction with relevant departments at the same level. According to the land survey results, the planned land use and the unified standards formulated by the state, the land grade is evaluated. The level of land is directly related to which level of comprehensive land price is applicable to land compensation fees. The demolished person should cooperate with the investigation as much as possible to ensure the objective and comprehensive results of the investigation and avoid the loss of rights and interests caused by the omission of details. 2. Publish the announcement of land acquisition, and announce the compensation and resettlement plan for land acquisition. The local people's governments at or above the county level will publish the scope of expropriation, land status, expropriation purposes, compensation standards, resettlement methods, social security, etc. in the townships (towns), villages and villagers' groups where the expropriated land is located through posting and other ways that are conducive to villagers' knowledge. The announcement period should be at least 30 days. 3. Listen to opinions and hold a hearing. During the announcement period, the rural collective economic organizations and their members, villagers' committees and other interested parties whose land has been expropriated may make suggestions to the parties involved in the demolition. If more than half of the members of the rural collective economic organization whose land has been expropriated think that the compensation and resettlement scheme for land expropriation does not conform to the provisions of laws and regulations, the local people's government at or above the county level shall organize a hearing and modify the scheme according to the provisions of laws and regulations and the hearing. 4. Compensation registration The owner and user of the expropriated land shall handle the compensation registration with the certificate of real estate ownership within the time limit specified in the announcement. The new law particularly emphasizes the importance of proof of real estate ownership. According to this year's central document 1, the registration of rural homestead ownership will be basically completed by the end of next year, so it is best to seize the opportunity to obtain the certificate. 5. Implementation expenses The local people's governments at or above the county level shall, according to the results of land survey and compensation registration, organize relevant departments to draw up compensation plans for demolition and resettlement, calculate and implement relevant expenses, and ensure that they are fully in place. 6. Sign the demolition compensation and resettlement agreement. The local people's governments at or above the county level shall sign compensation and resettlement agreements with the owners and users of the expropriated land; If it is really difficult for individuals to reach an agreement, they shall truthfully explain it when applying for land acquisition. 7. The demolition party draws up "one book and four plans". City and county land and resources administrative departments shall, according to the results of land acquisition survey, land acquisition compensation standards and resettlement plans formulated by the people's governments of cities and counties, and relevant information of construction projects, draw up "one book and four maps". After the approval of the people's government at the county level, the people's government at the county level shall formally submit the approval documents. 8.
