What is the definition of whoring?

Prostitution is an improper sexual behavior caused by money transactions. Prostitution is an illegal sex trade, which has a serious moral impact on society. In our laws and regulations, prostitution is absolutely forbidden, and prostitution and other illegal activities related to pornography are strictly controlled. Procedures for handling prostitution cases

(1) Being summoned by the public security organ

When a public security organ finds a person suspected of prostitution or whoring, it may summon him orally on the spot or summon him to the public security organ for interrogation with a summons card.

(2) Inquiry and verification

1. The public security police shall promptly interrogate and verify the prostitution suspect summoned by the public security organ, but the time for interrogation and verification shall not exceed 24 hours.

2. After interrogation and verification, there is evidence that one party has sex with others voluntarily for the purpose of making profits, and the other party has sex with prostitutes by paying money and other material benefits, which can be identified as prostitution and whoring.

3. When interrogating and verifying, attention should be paid to interrogating and verifying both parties separately.

(3) Compulsory STD examination

1, identified as prostitution and whoring, the public security organ must force the prostitutes to have an STD examination, so as to investigate and distinguish whether the prostitutes are suspected of "spreading sexually transmitted diseases".

2. The method of compulsory examination of sexually transmitted diseases can be: public security police take prostitutes to STD surveillance clinics (or public hospitals with dermatology departments) for examination.

3. When the public security organ captures more than one prostitute at a time, it can notify the relevant medical and health departments to come and check.

4. The cost of compulsory STD examination should be borne by the prostitute himself or his family, and the public security organ can also reserve or deduct the necessary STD examination and treatment costs from the property seized by the prostitute.

It should be noted that compulsory examination of sexually transmitted diseases is a necessary procedure for public security organs to handle prostitution cases, not a dispensable procedure. If the public security organs do not force prostitutes to have sexually transmitted diseases checked, they will directly punish them for public security management, which is illegal in the law enforcement procedures of the public security organs.

Whoever solicits prostitutes in public places shall be detained for not more than five days or fined not more than 500 yuan.
